Bids must be sealed, clearly marked with the SCM number and project name, and placed in the tender box on the 1st Floor, Munitata Building, next to Room 146. Bids submitted by fax, mail, or electronically will not be accepted. Late, incomplete, or unsigned bids will be rejected. Bids must remain valid for 90 days.

Returnable forms — MBD 1 to MBD 9 and Annexures A to F must be completed and signed; failure to do so renders the bid non-responsive. A comprehensive joint venture agreement is required where applicable, and individual JV partners must submit all relevant documents. All alterations to prices or quotes must be signed. Bidders must be registered on the Central Supplier Database. Failure to declare involvement in MBD 4 will result in disqualification. Bidders must sign MBD 5 for offers of R10 million or more. Bidders must submit a latest municipal rates statement (not older than three months) showing no arrears exceeding three months; those on leased properties must submit a valid lease agreement. Bidders must declare local production and content. Bidders holding a CIDB grading of Level 6 or higher who are eligible for work allocations above R10 million must submit annual financial statements for the past three years (or since establishment if younger).

All queries must be submitted by email; no queries will be entertained within 5 working days before the closing date. The municipality does not bind itself to accept the lowest or any bid and may withdraw the bid. Bidders already appointed to the panel may not submit new bids in subsequent advertisements for additional panel members. The municipality may disqualify any provider whose members or shareholders owe municipal rates and taxes. Failure to submit supplementary information will render the bid null, void, and non-responsive. The total cost in the pricing schedule must match the bid price; failure to provide a matching total will render the bid non-responsive. Bids must be submitted from 14 August 2026. The tender is also advertised on the eTenders portal and the KSD website.

Evaluation is based on the Preferential Procurement Policy Framework Act (PPPFA) 2022 with an 80/20 preference point system.

Two stages:

• Stage 1: Compliance — bidders must meet all compliance requirements.
• Stage 2: Functionality — bidders must attain a minimum threshold of 70 points out of 100 to be evaluated further.

MBD 4 (Declaration of Interest) requires disclosure of any involvement with the state; failure to declare results in disqualification. MBD 5 must be signed for offers of R10 million or more. Bidders must declare local production and content. Bidders must submit a municipal rates statement showing no arrears exceeding three months. Bidders must hold a valid CIDB grading if applicable. Bidders must submit annual financial statements if required by law and if the bid value exceeds R10 million.
