Hard copy tender offer must be delivered to the Tender Box in the foyer of the Municipal Building, 166 KE Masinga Road, Durban, on or before 04/09/2026 at 11h00. An electronic submission must also be made via the eThekwini Municipality JDE System (ESP Module); the hard copy is the ruling version and a tender is only valid if the hard copy is submitted. Tenders submitted by any other means will be deemed invalid. Returnable documents include: SBD/MBD forms (e.g., MBD 5 for audited financial statements and contracts awarded in the past 5 years), Declaration of Municipal Fees, Compulsory Enterprise Questionnaire, Joint Venture Agreement (if applicable), and any other forms listed in the List of Returnable Documents. All forms must be completed, signed, and submitted in full.

The 80/20 Price Preference Point System, as specified in the SCM Policy Section 52, will be applied. Tender Data C.3.11 details the awarding of preference points and other evaluation requirements. Bidders must be responsive to all terms, conditions, and specifications; non-responsive tenders will be rejected. The evaluation panel will assess each responsive tender using the stated criteria and weightings.

The works involve upgrading existing gravel roads (Zezwe, Mvoti, Ntaka and Landa Roads) to asphalt surface roads in Ntuzuma A, Ward 38, including associated stormwater drainage infrastructure. Scope includes excavation to formation level, construction of pavement layerworks, laying of precast concrete kerbs and channels, construction of stormwater drainage system and outlet structures, retaining structures, and grass planting on road embankments.

Pricing must be in accordance with the Bill of Quantities and pricing instructions in Part C2. Rates and prices are fixed for the contract duration, subject to contract conditions. Payment will be based on payment certificates or invoices with quantities summary, as per the contract data. Audited financial statements are required if the tender value exceeds R10 million (incl. VAT).

CIDB contractor grading designation of 4 CE or higher is required. Bidders must be registered on the eThekwini Municipality Supplier Portal and the National Treasury CSD. Tax Compliance Status PIN, CIDB registration, and B-BBEE certificate must be valid at closing and before award; these will be verified via CSD. Bidders must have no undisputed municipal rates and taxes arrears (or a formalised offset agreement in place at closing). Bidders must submit a Declaration of Municipal Fees and a Compulsory Enterprise Questionnaire. Joint venture members must each submit separate Tax Compliance Status PINs and a Joint Venture Agreement. Bidders must not be under any restriction preventing them from doing business with the employer.
