Submission must be made in a sealed envelope, endorsed with the tender number, description, tender box number, and closing date, and deposited into the designated tender box (Box 190) at the Tender & Quotation Boxes Office, 2nd Floor (Concourse Level), Civic Centre, 12 Hertzog Boulevard, Cape Town, before the closing time of 10:00 am on 22 September 2026. The entire tender document must be completed and signed in all respects, including all returnable schedules. Tenders submitted by facsimile or email will be rejected. Late tenders will not be considered. Tenderers must submit technical data sheets or brochures for all items in Categories A, B, D, E, G and F. Samples for Categories C, H, I and J must be provided within 4 weeks of request by the City. The 80/20 preference point system applies. Price is scored using the formula Ps = 80 x (1 - (Pt - Pmin)/Pmin). Preference points (maximum 20) are allocated for Specific Goals: Enterprise Supplier Development and Socio-Economic Development (up to 6 points), Skills Development or Employee Share Scheme (up to 6 points), and Ownership (up to 6 points). Tenderers must submit sufficient, relevant and verifiable documentary proof to claim preference points. Minimum score for functionality is not applicable. Tenders must be responsive, complying with all conditions, specifications, and pricing instructions. The CCT may conduct risk analysis and may cancel the tender if negotiations fail to achieve market-related pricing.

Supply and delivery of lifeguard equipment and uniforms for Community Services and Health. Contract period: 36 months. Categories include items such as flag signal flags, ladies' and men's bathers, tracksuits, men's shorts, t-shirts (short and long sleeve), wide brim hats, and wet suits. Sizes specified for certain items (e.g., M, L, XL). Samples required for Categories C, H, I and J; technical data sheets or brochures required for Categories A, B, D, E, G and F.

Tenderers must demonstrate professional and technical qualifications, competence, financial resources, equipment, managerial capability, reliability, experience, reputation, and personnel to perform the contract. The CCT may consider the tenderer's existing contracts with the CCT. Tenderers must have legal capacity, not be insolvent or under business rescue, and be able to perform free of conflicts of interest.

Tenderers must cooperate with the CCT's external service provider for due diligence and risk assessment upon written request. Samples submitted for testing may not be returned in the same state or at all. Unsuccessful bidders will be advised to collect their samples. The CCT may conduct inspections, tests, and analysis of premises and samples. Tenderers must provide access during working hours for such purposes.

Pricing must be in accordance with the Price Schedule. The 80/20 preference point system applies to tenders up to R50,000,000 (VAT inclusive). Arithmetical errors in the Price Schedule will be corrected: amounts in words govern over figures; line item totals govern over unit rates; total of prices governs and tenderer may be asked to revise item prices. Tenderers may be required to provide evidence supporting tendered rates or lump sums. No minimum quantity or expenditure is guaranteed under the contract.

Tenderers must be registered on the CCT Supplier Database and the National Treasury Central Supplier Database (CSD). Tax affairs must be in order with SARS; a valid Tax Compliance Status PIN must be submitted and recorded on the Details of Tenderer. Each party to a joint venture must submit a separate PIN. Tenderers must not be restricted under the CCT's SCM Policy, must not have conflicts of interest, must not be involved in bid specification, and must not have contravened the Competition Act. Returnable forms include: Declaration of Interest – State Employees (MBD 4 amended), Declaration of Tenderer's Past Supply Chain Management Practices (MBD 8), Certificate of Independent Bid Determination, and Authorisation for the Deduction of Outstanding Amounts Owed to the CCT.

Tenderers must comply with the Occupational Health and Safety Act. Upon written request, a Health and Safety Plan must be submitted demonstrating competencies and resources to deliver the goods or services in accordance with the Act, Regulations, and Health and Safety Specification. Costs for compliance must be included in the tender. A separate Occupational Health and Safety Agreement (Section 37(2)) is part of the contract.

Contract period is 36 months from commencement. The CCT intends to appoint two tenderers per category: the highest ranked acceptable tenderer (Winner) and one Alternate Tenderer. Orders are ordinarily offered to the Winner; if the Winner declines or is unable to fulfil an order (due to stock availability, capacity, delivery timeframes, quality issues, warranty failures, or repeated breaches), the order may be offered to the Alternate. No minimum quantity or expenditure is guaranteed, and appointment does not confer exclusivity. The CCT may cancel the tender process under specified grounds including changed circumstances, lack of funds, no acceptable tenders, material irregularity, or failure to negotiate market-related pricing. Tender offers must remain valid for 120 days after closing, extendable to 12 months and further by up to 6 months by mutual agreement. Withdrawal of a tender after closing is at the CCT's discretion; unauthorised withdrawal may incur liability for additional expenses or losses. Disputes and objections may be lodged per MFMA Regulations within 14 days; appeals under Section 62 of the Systems Act within 21 days, with an administration fee of R300 and possible surcharge for vexatious appeals. POPIA compliance is required for processing personal information.

Eligibility criteria: tenderers must submit a compliant offer, complete required schedules (Details of Tenderer, Certificate of Authority for Partnerships/JVs, Declaration of Interest – State Employees, Conflict of Interest, Declaration of Past SCM Practices, Certificate of Independent Bid Determination, Authorisation for Deduction of Outstanding Amounts), not be restricted under SCM Policy, have tax affairs in order with SARS, not be an advisor/consultant to CCT with conflict of interest, not be involved with bid specification committee, not guilty of contravening Competition Act.
