The 80/20 preference point system applies: 80 points for price and 20 points for specific goals. Price points are calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt is the price of the tender under consideration and Pmin is the price of the lowest acceptable tender. Specific goals points are claimed via SBD 6.1 and must be supported by proof. Failure to submit the correct SBD 6.1 form, or to fully complete the specific goals table, results in no points for specific goals. Tenderers who make calculation errors when claiming specific goals points will not be awarded those points. A consortium or joint venture may claim points based on the percentage of contract value managed or executed by its members. A tenderer will not be awarded HDI points if it intends to subcontract more than 25% of the contract value to an enterprise that does not qualify for the same or more points for equity ownership. A tenderer awarded a contract based on HDI preference may not subcontract more than 25% of the contract value to a non-HDI or an entity not qualifying for the same or more preference points.
