Bids must be submitted on the official tender document provided by Abaqulusi Municipality (original document, not re-typed).

• Deposit the sealed envelope in the tender box at the ground floor, AbaQulusi Local Municipality, corner of High and Mark Street, Vryheid 3100, by 02 September 2026 at 12h00.
• Clearly mark the envelope: "Supply and deliver of an Electrical Cable at Makhwatheni. Tender NO: 8/2/1/644".
• Late bids will not be accepted.
• All Municipal Bidding Documents (MBDs) must be fully completed; failure to do so will automatically disqualify the bid.
• The tender must be submitted only on the documentation provided by the municipality; incomplete documents will be disqualified.
• Proof of payment for the bid document is required at submission.
• Bidders must be registered on the Municipal Database; if not, collect database forms at the SCM Office or download from www.abaqulusi.gov.za and submit with the bid.
• Returnable forms include: MBD 2 (Tax Clearance Certificate Requirements), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 7.1/7.2 (Contract Form), MBD 8 (Declaration of Bidder's Past SCM Practices), MBD 9 (Certificate of Independent Bid Determination).

Evaluation is based on 80 points for price and 20 points for Specific Goals (HDI equity).

• Specific goals points: 100% HDI equity = 20 points; 75%-99% = 15; 50%-74% = 10; less than 50% = 0.
• The applicable preference point system is the 80/20 system (for requirements up to R50 million).
• Bids must be valid for 90 days after closing date.
• The municipality does not bind itself to accept the lowest or any bid, and reserves the right to accept any bid or part thereof.

Supply and delivery of an electrical cable at Makhwatheni.

• Pricing bill lists: ACSR Mink Conductor, quantity 2500 km (rate and amount to be quoted).

Bidders must provide relevant experience with a reference letter. Certified copies of identity documents of directors and owners must be submitted. CIDB grading of 1 or higher is required.

Pricing bill: ACSR Mink Conductor, quantity 2500 km. Bidders must quote rate and amount. The pricing schedule must be completed in full; any mistakes in pricing are at the bidder's own risk.

Non-refundable bid fee: R 2000.00 payable in favour of AbaQulusi Municipality. For electronic copies (bidder prints document), administration cost of R 1500.00 is payable. Proof of payment required.

• If the bid exceeds R10 million, an audited three-year AFS must be provided.
• Payment terms: The municipality undertakes to make payment within 30 days after receipt of invoice (per MBD 7.1/7.2).

CSD registration: mandatory; no award will be made to a person not registered on the Central Supplier Database.

• Tax compliance: Must submit SARS PIN or Tax Clearance Certificate (original, not certified copy). Each party in a consortium/JV/sub-contractor must submit separate TCS/PIN/CSD.
• B-BBEE: Certified B-BBEE certificate from a registered accountant or original sworn affidavit from Commissioner of Oath required.
• CIDB grading: 1 or higher required.
• Company registration: Valid copy of company registration document required.
• Identity documents: Certified copies of directors' and owners' IDs required.
• Municipal account: Certified current account for water/electricity/rates and taxes, not older than three months, or lease agreement.
• Relevant experience: Reference letter required.
• No awards to persons in service of the state, or entities with directors/managers/principal shareholders/stakeholders in service of the state, or advisors/consultants contracted with the municipality.
• Tax matters must be compliant; non-compliant bidders will not be considered.
• MBD 2: Tax Clearance Certificate Requirements – submit original TCC, valid for one year.
• MBD 4: Declaration of Interest – disclose any relationship with state employees.
• MBD 6.1: Preference Points Claim – claim specific goals points.
• MBD 8: Declaration of Bidder's Past SCM Practices – disclose any past improper conduct.
• MBD 9: Certificate of Independent Bid Determination – certify no collusion.

The successful bidder will be required to fill in and sign a written contract form (MBD 7.1 for goods/works or MBD 7.2 for services). The contract will incorporate the bidding documents, general conditions of contract, and any special conditions. The bidder must confirm the correctness of the bid and that prices cover all obligations. The municipality reserves the right to withdraw the invitation, re-advertise, reject any bid, or accept part of it.
