Aemfc requires a suitably qualified occupational health service provider to deliver employee medical surveillance (red ticket) services at its vlakfontein and klippoortjie mines over five years, covering initial, periodical and exit medicals, random drug testing, chronic disease monitoring, ambulance and emergency response, contractor induction and an annual wellness campaign for roughly 70 employees a year. The appointed provider must hold the legal appointment as occupational medical practitioner under the mine health and safety act, operate a clinic within 50 km of the mine, and report operationally to the mhsa 4.1 Appointee and functionally to the mine manager. Bids close at 12:00 on thursday 29 october 2026, after a compulsory virtual briefing on 13 october 2026, and must be lodged as separate technical and commercial envelopes in duplicate. The decisive hurdle is the 75-point functionality threshold, which cannot be passed without a registered omp, a compliant registered facility and proven mining-sector medical surveillance experience.
Compulsory briefing: virtual Microsoft Teams session on 13 October 2026; the Section 11 Registration of Prospective Bidders Form must reach [email protected] by 09 October 2026 — attendance is mandatory and the onus to attend rests on the bidder.
Closing and delivery: 12:00 on Thursday 29 October 2026, hand-delivered to the Bid Box at Building 1, 1st Floor, 74 Waterfall Drive, Waterfall City (access Monday to Friday, 08:00 to 17:00) or couriered to The Compliance Secretariat, Bid AE/VLAK006/2026, with a signature obtained from that office; late or misaddressed bids are rejected. Bid validity is 120 business days from closing.
Two-envelope submission: separate sealed technical/functionality and commercial/financial proposals, each as 1 original plus 1 identical copy, bound or filed and clearly marked; a mandatory returnable document missing from either the original or the copy can disqualify the bid.
Functionality threshold: minimum 75 points out of 100 — company experience in mine occupational medical surveillance (40 points), OMP experience and qualifications (20), OMP registration with HPCSA (20), and accuracy, consistency and security of data (20). Bids scoring below 75 are not evaluated further, and only qualifying bidders undergo the Stage 2 equipment site inspection.
OMP and facility: the OMP must hold an MBChB/MBBCh plus an occupational medicine qualification and a valid HPCSA certificate, take the MHSA section 13(1) legal appointment and be legally responsible for both mines; the clinic must be within a 50 km radius of the mine, registered with the Department of Health in the bidder's name (or covered by a signed MOU or contract), with a valid SAHPRA X-ray unit licence and an HPCSA-registered radiographer.
Compliance documents: CSD registration before bidding (certificate or report not older than one month, quoting the MAAA supplier number and unique registration reference), a SARS tax compliance PIN or printed TCS, and a valid B-BBEE certificate or sworn affidavit — no B-BBEE evidence by the closing date scores zero for specific goals, and a JV needs one consolidated SANAS-accredited certificate.
Track record and capacity: three years of audited annual financial statements and signed, contactable reference letters on the referring company's letterhead confirming mining-sector occupational medical surveillance experience; JVs and consortia must submit a signed agreement stating the percentage split and each party's responsibilities, or written confirmation of intent.
