Returnable documents (all must be completed, signed and submitted):

• C1.1 Form of Offer and Acceptance: signed by an authorised representative; the offer is accepted when the Employer signs the Acceptance part.

• Authorisation Form (Annexure A): completed for the tenderer's organisation type (company, close corporation, partnership, joint venture, sole proprietor, or trust), with certified supporting resolution or power of attorney.

• COIDA certificate of good standing or proof of application (South African tenderers only).
• Financial statements for the previous 18 months (or last year if not available); for a JV/SPV, audited statements for each participant; start-ups formed within the last 12 months are exempt but must furnish statements for the first year if successful.
• B-BBEE certificate or sworn affidavit/CIPC affidavit, proof of ownership/shareholding (preferably CIPC), certified ID copies of shareholders, and proof of disability where applicable.

Disqualification risks:

Evaluation stages:

1. Mandatory compliance check (returnables, CSD, COIDA).
2. Technical/functionality evaluation using the qualitative scoring table (5 = 100% compliant, 4 = 80% compliant with qualifications, 2 = 40% non-compliant, 0 = 0% totally deficient or non-responsive).
3. Minimum weighted final score for technical criteria: 70%. Tenderers below this threshold are disqualified.
4. Price and specific goals evaluation under the PPPFA:

• 80/20 system for tenders with estimated value equal to or below R50 million (excluding VAT).
• 90/10 system for tenders with estimated value above R50 million (excluding VAT).
• Price points calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin) or 90(1 - (Pt - Pmin)/Pmin).
• Specific goals scored out of 20/10 points; failure to submit evidence for a specific goal results in 0 points for that goal but not disqualification.

• Skills Capability (15%): qualified armature rewinder (3%), technical personnel (2%), qualified fitter (2%), QC personnel (3%), vibration analyser Level 2 (3%).
• Transport Capability (5%): number of trucks (2%), maximum tonnage (2%).
• Documentation (5%): failure report sample (3%), minimum data storage period (2%).
• Services, Certification and Production (10%): field services (2%), emergency response time (3%), warranty on workmanship (5%).

Scope: Collection, dismantling, assessment, repair, refurbishment, rewind, assembly, testing, painting and delivery of all unitised and outside plant LV motors at Duvha Power Station, during unplanned, planned outages and breakdown maintenance, for a period of five (5) years.

Price schedule items (per motor frame size, e.g., Maudsley 3 kW DC 220/340V, D 225 S,M 11 kW 12-pole extended shaft 600mm ash crusher motor, D 225 S,M 45 kW):

• Assessment scope: transport, test motor as received (insulation resistance, polarization index, locked rotor test, no-load test, efficiency determination, stator core test, rotor bar continuity and core condition), collection, dismantling, assessment, compile recommended repair scope and failure report.
• Repair scope: overhaul (wash, clean, dry), dynamic balancing, sandblast, repair/file stator core, clean stator core, re-tap mounting holes, polish rotor core, spigots, journals, re-sleeve endshields, weld/machine shaft extension, fit bearings, circlips, oil seals, gaskets, rewind stator, supply/fit end shields, grease caps, terminal box, cooling fan, fan cowl, dust cover, motor feet, rotor shaft, complete rotor, re-stack stator core, rewind armature with VPI, skim/undercut/bevel armature, recondition brush-gear, full concentricity check, re-assembly, spray painting, nameplate replacement, new brushes, commutator work, NDT rotor test, manufacture new brush gear, etc.
• Testing as repaired: insulation resistance, polarization index, locked rotor test, no-load test, efficiency, stator core test, rotor bar continuity, compile report as per Contract Conditions.

Quality requirements (per QM 58 specification):

• Supplier must develop, implement, maintain and improve a QMS conforming to ISO 9001 (latest revision).
• ISO 9001 certificate from an accredited certification body required unless excluded by quality category.
• Submit latest internal and external audit reports, including nonconformities and corrective actions.
• Submit documented information for roles, responsibilities and authorities (organisation charts, job descriptions).
• Submit a draft Contract Quality Plan (CQP) specific to the scope, and an example ITP/QCP from similar work.
• Submit documented information for control of externally provided processes, products and services, and records of management review meetings.
• Comply with Duvha Power Station Hydrocarbons procedure ENVP0030.
• Provide an Environmental policy signed by the CEO to comply with ISO 14001:2015.

Payment terms:

• For contracts valued below R50 million (including VAT): Eskom commits to paying suppliers within 30 days of receipt of undisputed invoices.
• For contracts valued above R50 million (including VAT): payment terms as stipulated in the tender (further details not provided in the extract).
