• Disqualification risks:
• Failure to submit the original tender or the required copy.
• Submission after the closing time.
• Missing or unsigned mandatory returnables.
• Misrepresentation or falsification of any information, certificate, affidavit or document.
• Sub-contracting 100% of the scope of work.
• Failure to attend a compulsory site visit or clarification meeting if stipulated.

Evaluation stages:

1. Basic compliance – must meet all mandatory requirements.
2. Pre-qualification criteria (if any) – must be met.
3. Functionality/technical evaluation – if applicable, must meet the minimum threshold stated in the Tender Data.
4. Price and Specific Goals (PPPFA) – scored under the 80/20 or 90/10 preference point system.

Scope: Service, maintenance, calibration, and supply of spares and consumables for laboratory instruments at Duvha Power Station.

• Contract period: 60 months, on an as-and-when-required basis.
• The work must comply with Eskom's Life-Saving Rules, which include:
• Rule 1: Open, isolate, test, earth, bond, and/or insulate before touching.
• Rule 2: Hook up at heights.
• Rule 3: Buckle up.
• Rule 4: Be sober.
• Rule 5: Ensure that you have a permit to work.
• The contractor must provide proof of SHEQ systems, policies and capabilities.
• The contractor must comply with the Waste Management Procedure ENVP0050.
• The contractor must provide an OHS plan and Baseline Risk Assessment aligned with the scope of work.

Payment terms:

• For contracts valued below R50 million (including VAT), Eskom pays within 30 days of receipt of undisputed invoices.
• For contracts valued above R50 million (including VAT), Eskom's payment commitment is not fully stated in the extract.
• Prices must be in South African Rand and fixed for the contract duration, unless otherwise stated.
• Prices must include all duties, taxes (including VAT) and levies applicable 14 days before the closing date.
• If security for performance is required, the bidder must name at least two financial institutions it will approach for the security.

Eligibility:

• Bidder must not be under any restriction to do business with Eskom or State-Owned Companies.
• Bidder must not sub-contract 100% of the scope of work.
• B-BBEE: A valid B-BBEE certificate or sworn affidavit is a condition for contract award.
• Annual total revenue ≤ R10 million (EME): may submit a sworn affidavit.
• Annual total revenue ≤ R50 million (QSE): must comply with QSE scorecard elements, unless at least 51% black-owned, in which case a sworn affidavit may be submitted.
• Annual total revenue > R50 million: must submit a valid B-BBEE certificate.
• CSD registration: Proof of CSD registration and B-BBEE level (CSD report) must be provided at closing if it is a pre-qualification criterion.
• CIDB: If CIDB grading is stipulated, registration is required at closing or within 21 working days after closing.
• OHS: Must provide a valid COIDA letter of good standing, OHS policy signed by CEO, and OHS plan.
• Environmental: Must provide an environmental policy signed by CEO/Director, compliant with ISO 14001:2015.
• Quality: Must comply with ISO 9001 and Eskom's Supplier Quality Management (QM 58) requirements.
• Financial: Audited financial statements for the previous 18 months (or last year) must be submitted. Start-ups (formed within last 12 months) are exempt but must provide statements for the first year once available.

Quality requirements are selected based on the value and risk of the tender. The tenderer must indicate applicable quality categories (Category 1 to 4) as per QM 58. Post-contract award quality requirements include contract execution, supplier quality performance monitoring, Eskom rights of access and information, preservation, quality audits, and management of nonconformities. The tenderer must also comply with ISO 9001 clauses and principles as indicated. SDL&I objectives are not scored but become contractual obligations. B-BBEE improvement or retention plan must be submitted within 30 days of contract signature, with specific milestones for different B-BBEE levels.
