Sedfa is appointing a panel of service providers to implement and support four enterprise funding programmes — the peo pele youth fund, imbali for her fund, amavulandlela fund for people with disabilities and the construction development fund — over 36 months, covering outreach and intake, investment-readiness and due diligence, post-investment aftercare, training and mentorship, incubation and acceleration, market access, access to finance, and monitoring and evaluation. Bidders may apply for one or more funds, but must indicate on the mandatory schedule which fund(s) they are bidding for or be disqualified. Bids close on 04 november 2026 at 12h00 and pass through four evaluation stages, with a minimum functionality score of 70 out of 100 required before price and specific goals are scored on the 80/20 system. Panel appointment carries NO guaranteed work: assignments are allocated on a rotational or skills-matched basis at approved hourly rates, and sedfa may procure elsewhere if a panel member's minimum contract exceeds its requirement or suitable skills are unavailable.
Closing and submission: sealed envelope deposited in the tender box at SEDFA Head Office, The Fields, Office Block A, 1066 Burnett Street, Hatfield, Pretoria, by 04 November 2026 at 12h00; one original plus one electronic PDF copy on a memory stick, every page initialled, sections bound and indexed per the Appendix 1 template. Late bids are rejected outright.
Fund selection and fund-specific proof: the mandatory schedule must indicate which fund(s) the bidder is applying for — failure disqualifies; more than one may be ticked. Construction Development Fund bidders need a certified CIDB registration plus three construction reference letters; Amavulandlela bidders need three reference letters for business development support, mentorship or coaching delivered to people with disabilities. Reference letters must be on client letterhead, signed, verifiable, with contactable details, service description and contract value.
Mandatory compliance pack: valid COIDA letter of good standing (all bidders, omission disqualifies), CSD registration report, SARS Tax Compliance Status PIN (separate proof per consortium, joint venture or subcontractor party), B-BBEE certificate from a SANAS-accredited agency or a dtic/CSCC sworn affidavit for EMEs and QSEs, CIPC documents listing all directors or shareholders with certified IDs not older than three months, signed SBD 1, SBD 4 and SBD 6.1, and a completed and signed pricing proposal — a missing pricing proposal disqualifies the bid.
Functionality threshold: minimum 70 out of 100 or the bid is eliminated. Scoring is reference letters 30 (three = 25, four or more = 30, two or fewer = 0), project methodology, execution plan and reporting framework 25, project staffing plan with key personnel roles 5, three business advisor CVs 20 and three project manager CVs 20 — each CV requiring NQF Level 7 or above in the relevant field and at least five years' experience in enterprise development, mentorship or coaching, with certified qualification copies or no points awarded.
Preference points (20): claimed on SBD 6.1 with supporting documents or forfeited — enterprise size micro 8, small 5.6, medium 3.2, large 0.8; B-BBEE level L1 2 down to L8 0; 30% or more black women owned 4; youth 2; spatial rural 4, township 2.4, city 0.8. Price carries the remaining 80 points.
Key dates: non-compulsory virtual briefing on 23 October 2026 at 10:00 (registration via the Microsoft Teams link); clarification questions close 30 October 2026; bid validity 120 days from the closing date.
Disqualification risks: counter conditions or amendments to any bid condition, contacting SEDFA staff on bid matters outside the listed SCM contact, listing on the National Treasury List of Restricted Suppliers, any director on the Register of Defaulters, deregistered CIPC or CSD status, and failure to submit the Stage 1 administrative documents.
