Orbit tvet college requires a competent service provider to carry out verification of its movable assets across four sites — central office, brits campus, mankwe campus and rustenburg campus — over a contract period of 12 to 24 months. The bid is open to service providers in the financial services category and closes on 06 november 2026 at 11:00, with sealed bids deposited in the tender box at the college's central office security gate in rustenburg. Evaluation follows the 80/20 preference point system, with 80 points for the lowest price and 20 points for the bidder's specific goals preferential procurement status level (b-bbee) certificate. The most consequential point for bidders is that bids must be submitted on the official tender documentation issued by the college, and that the college is not bound to award to the lowest bid and may omit any part of the service at its discretion.
Closing and submission: sealed envelope marked C05/2026 deposited in the tender box at the security gate, ORBIT TVET College Central Office, Cnr Bosch and Fatima Bhayat Street, Rustenburg 0299, by 06 November 2026 at 11:00; no fax or telephone submissions; bids valid 90 days; no compulsory briefing meeting.
Functionality threshold: minimum 70 of 100 points before price and specific goals are scored; bids below 70 are disqualified. The 80/20 split is Price 80 and Specific Goals 20.
Team composition: a registered CA(SA) must lead the team, members must hold a B Com in Accounting/Auditing with at least 2 years' experience, and at least one member besides the partner must have 5 or more years in accounting or audit; CVs and appointment letters must be attached.
Track record: at least three contactable references for GRAP asset register projects not older than 3 years, plus a list of GRAP compliant AFS projects completed in the past 3 years with the audit opinion stated for each; a template GRAP compliant asset register and reconciliation is required.
Mandatory documents: CSD registration summary report, valid SARS tax compliance PIN, CIPC or business ownership proof, business address proof (lease or utility bill in the company name), certified directors' identity documents, certified B-BBEE certificate or sworn affidavit, and signed SBD 1, 3.2, 4, 6.1, 8 and 9 — any form omitted or unsigned disqualifies the bid immediately. Certifications must be dated within three months and copies of certified copies are rejected.
Pricing: quote per site on SBD 3.2, treating Central Office and Rustenburg Campus as one site, with a fixed monthly fee per site, a ceiling price for all phases including all applicable taxes, per-person hourly and daily rates, and cost and man-days per phase; no bid security is required.
Penalties and contract risk: 5% for missing the 30/31 January deadline for the complete asset register and financial statement notes, 5% for material adjustments required after that submission, and 5% for material misstatements identified by the external auditors; the College may terminate on one month's written notice and may call for proof of financial capacity.
