The mine health and safety council requires a service provider to supply, install, configure and commission a visitor management system at its rivonia premises, comprising two self-service kiosks with touchscreens, badge printers, scanners and cameras, a full software suite, integration with the existing fingerprint and facial-recognition access control system and active directory, plus three years of maintenance and support. The solution must cover pre-registration, check-in and check-out, badge printing, photo capture, visitor tracking and popia-compliant reporting, with all visitor data resident in south africa. Bids close at 11:00 on 27 october 2026 and must be emailed to [email protected], And bidders must first clear a 70 out of 100 functionality threshold before price and preference points are scored on an 80/20 basis. The single most consequential hurdle is the mandatory oem accreditation certificate or reseller letter for the proposed system, which must still be valid on the closing date.
Closing and submission: bids close 27 October 2026 at 11:00 and are accepted by email only at [email protected], with attachments capped at 150MB; late bids or bids sent by any other channel are rejected. A non-compulsory briefing is held on Microsoft Teams on 08 October 2026 at 15:00, and written queries close on 21 October 2026.
Mandatory OEM authorisation: a valid Original Equipment Manufacturer accreditation certificate or reseller letter for the proposed Visitor Management System (or a confirmation letter where the bidder is the OEM) is required at Stage 1 and must still be valid on the closing date; expired letters lead to disqualification.
Functionality gate of 70 of 100: company experience 20 points (signed reference letters for similar work within five years of closing, three or more letters scoring 5), team experience 20 points (CV showing years of visitor management system experience), project proposal 30 points (scope, sequencing, timeline, risk matrix, resource allocation) and system demonstration 30 points (authentic walkthrough video of no more than 30 minutes covering registration, check-in, badge printing, reporting and integration).
Price and preference weighting: an 80/20 split applies, with a maximum of 80 points for price and 20 points for specific goals claimed on SBD 6.1 and supported by a valid B-BBEE certificate or certified sworn affidavit; prices must remain firm and valid for 120 days from the closing date.
Mandatory registrations: bidders must be registered on the National Treasury Central Supplier Database before submitting, and must capture a SARS tax compliance PIN or CSD supplier number on SBD 1; non-registration or unresolved tax status renders the bid non-responsive and disqualified.
Scope and service levels: two kiosks built to the stated minimum hardware specifications, a full software suite, and integration with the existing biometric access control system and Active Directory; three years of support requires Priority 1 response within 1 hour and resolution within 4 hours, helpdesk cover 08:00 to 17:00 Monday to Friday, all visitor data hosted in South Africa, and a signed Data Processing Agreement with MHSC.
Pricing and disqualifying omissions: the SBD 3.3 professional services pricing schedule must be completed in full with no hidden costs, billed annually and paid within 30 days; unsigned or missing returnable documents (SBD 1, SBD 3, SBD 4, SBD 6.1, proof of authority such as a company resolution), counter conditions, alterations to the bid document, or directors or members in the service of the state all invalidate a bid.
