The trans-caledon tunnel authority (tcta) requires the services of one IT change management specialist for a six-month period to support strategic ICT initiatives, including the pf&t compliance monitoring solution and other digital transformation projects. The specialist will develop and execute change management strategies, assess change impact, drive user readiness and adoption, and support post-implementation activities. Bidders must have completed at least three change management projects for corporate clients and provide a specialist with a relevant bachelor's degree, at least five years' relevant experience, and a recognised change management certification. The most consequential consideration is the mandatory functional evaluation: bidders must score at least 27 out of 40 points to proceed to the price and preference stage.
Closing: Bids must be emailed to [email protected] by 22 October 2026 at 11:00; late bids are not accepted.
Mandatory returnables: Fully completed Pricing Schedule, SBD 1, SBD 4, SBD 6.1, CSD Registration Report, a recognised Change Management certification for the proposed specialist (e.g. Prosci, APMG), and a valid B-BBEE certificate or sworn affidavit (Annexure F/G). Failure to submit any mandatory item disqualifies the bid.
Company experience: Minimum of three change management projects for corporate clients, evidenced by at least three signed reference letters (on client letterhead) for similar work in the past 10 years, or Form A; reference letters must meet Annexure A requirements.
Personnel requirements: The proposed specialist must hold a three-year Bachelor's degree in Computer Science, IT, Business Administration or a related field, and have at least five years' experience in end-to-end change management for ICT or digital transformation initiatives.
Functional evaluation: Minimum qualifying score is 27 out of 40 points. Bidder experience earns up to 20 points (3 references = 12, more than 3 = 20); specialist experience earns up to 20 points (5–8 years = 15, 9+ years = 20).
Price and preference: 80/20 system — price 80 points, B-BBEE specific goals 20 points (Level 1 = 20 down to non-compliant = 0). Prices must be firm, unconditional and market-related; the successful bidder must submit signed timesheets with each invoice.
Clarifications: Enquiries and clarifications must be submitted by 20 October 2026 at 14:00 to [email protected]; the RFQ is valid for 30 days from the closing date.
