Bids must be submitted electronically via the National Treasury e-Tender Portal (https://www.etenders.gov.za/). No physical delivery, email, or other method is accepted. Late bids will not be considered. Bidders must log in using their CSD credentials. The submission checklist must be completed and compulsory documents attached. Returnable documents include: WCBD 1 (Invitation to Bid) completed and signed by an authorized representative; Pricing Schedule/Cost Breakdown inclusive of VAT and all other costs; WCBD 4 (Declaration of Interest, Declaration of Bidder's Past Supply Chain Management Practices, and Certificate of Independent Bid Determination) completed and signed by a commissioner of oaths, with a separate WCBD 4 for each JV partner; Joint Venture Agreement (if applicable) showing percentage contribution of each partner; WCBD 6.1 & B-BBEE certificate or sworn affidavit (failure to submit results in no preference points). Evaluation is in three phases. Phase 1 – Compliance Checking: bids are checked against mandatory requirements and returnable documents; non-compliant bids are disqualified. Phase 2 – Functionality: responsive bids are scored out of 100 points; a minimum of 80 points is required to proceed. Criteria and weights: Company Track Record (40 points) – A1: at least three successfully completed PV Solar & Battery installations within the last 10 years (5 points each, max 15); A2: size of PV system previously installed – 10 points for <50 kW, 25 points for >50 kW (max 25). Experience of Key Personnel (50 points) – Project Lead Professional Electrical Engineer/Technologist with 5+ years post-registration experience with ECSA (50 points). Location (10 points) – based on proof of address for locality/operations. Phase 3 – 80/20 Preference Points System: only bidders passing Phase 2 are evaluated on price and preference points.

Scope: Appointment of a renewable energy EPC service provider for the installation of solar and battery storage solutions at the Quantum V3 Facility within the Atlantis Special Economic Zone. The facility will manufacture Acetylene Gas and Oxygen. The project includes three phases: Phase 1 – Planning and Detailed Design: engage with ASEZ and tenant, develop an energy efficiency plan, optimize levelized cost of electricity (LCOE), determine maximum roof-mounted solar PV output, optimize battery solution, produce detailed construction designs, prepare construction programme. Deliverables include project brief, energy efficiency plan, LCOE assessment, detailed designs, statutory approvals, signed agreements, and meeting records. Phase 2 – Installation: supply and install a 72 kW roof-mounted PV solar solution (size for tender comparison, may be amended based on design within budget), supply and install a battery solution with total storage capacity of 168 kWh (size for tender comparison, may be amended), install smart meters (SCADA IoT compatible), testing and commissioning, provide approvals, as-built drawings, close-out report, and greening report. Deliverables include completed installation, completion certificates, warranties, and as-built designs. Phase 3 – Operations and Maintenance: 12-month O&M period post-installation, including smart meter monitoring, preventative and predictive maintenance programme, monthly reports, operational log, and performance reports. Desired outcomes: solution meets tenant and ASEZ needs, as-built designs, operational manual, smart metering with monitoring platform, training of ASEZ staff, 12-month maintenance period, formal SSEG registration with City of Cape Town, 12-month guarantee after installation, 15-year minimum warranty on solar and battery solution, system must perform at 75% capacity over warranty period, PV modules must be Tier 1, inverters must be on City of Cape Town Approved PV Inverter List. Compliance with standards including SANS 10142-1, SANS 10142-1-2, SANS 10400-T, SANS 60364-7-712, NRS 097-2-1, NRS 097-2-3, SANS 62305, SANS 10160, OHS Act, SANS 62109-1 & 2, and CoCT SSEG regulations.

Pricing: Priced contract with bill of quantities (NEC4 Option B). Pricing schedule must be inclusive of VAT and all other applicable costs. Payment terms: payments within 30 days from receipt of a valid invoice and approved payment certificate. Delay damages: R1,500 per day (Option X7). Low performance damages: R20,000 per defect (Option X17). Retention: 10% (Option X16). No advanced payment. No price adjustment for inflation. The employer will not compensate tenderers for costs of preparing or submitting a tender. Arithmetical errors: amounts in words govern over figures; errors may be corrected as per tender data.

Mandatory requirements (non-compliance leads to disqualification):

• Bids must be submitted electronically via e-Tender Portal.
• Complete and signed WCBD 1 (Invitation to Bid).
• Bidders must be registered on the Central Supplier Database (CSD) with active status on or before closing date and time.
• Lead company/bidding entity must have a minimum CIDB grading of 4 EB (Electrical Engineering Works – Building) or higher. For Joint Ventures, combined grading must equal or exceed Grade 4 EB, and lead partner must have grading not lower than one level below required.
• Electrical Engineer/Technologist must be registered with ECSA (Engineering Profession Act, 2000). Proof of registration must be provided; pending registration not accepted.
• Tax compliance: bidders must submit their unique SARS TCS PIN or CSD number; each JV/consortium/subcontractor party must submit separate TCS PIN/CSD number.
• Bidders must not be persons in the service of the state, or companies with directors who are.
• Returnable documents: WCBD 4 (Declaration of Interest, Past SCM Practices, Independent Bid Determination) signed by commissioner of oaths; WCBD 6.1 & B-BBEE certificate or sworn affidavit; Joint Venture Agreement (if applicable).
• Proposal must include: Pricing Schedule, Annexure A (at least three completed PV Solar & Battery installations within last 10 years, with completion certificates), Annexure B (CV template), certified copies of qualifications and proof of professional registration, proof of address (lease/utility bill/CIPC).
