Valid SARS Tax Compliance Status PIN; minimum 3 contactable references for similar work; valid COIDA compliance or Mutual Association registration; nursery registration and phytosanitary compliance (e.g., PPECB); registration under Plant Improvement Act (Act 11 of 2018); proof of local footprint in Gauteng (e.g., municipal account, lease agreement); registration on Central Supplier Database (CSD); completion of all Standard Bidding Documents (SBDs).

• Scope: Supply, delivery, installation, rental, and maintenance of indoor plants and planters at ATNS Bruma Offices and Aviation Training Academy (ATA) for two years.
• Planters: Detailed specifications provided for 7 types (e.g., Tall Planter, Round Bonsai Planter) with quantities, sizes, materials, and colours.
• Plants: 9 specified types (e.g., Spider Plant, Ficus bonsai, Bamboo Palm) with quantities and benefits listed.
• Additional Materials: 20kg compost planting medium and 100kg decorative stones.
• Maintenance: Includes watering twice monthly, full maintenance up to 3 times/month, pruning, cleaning, and immediate replacement of damaged plants.
• Compliance: Must adhere to OHS Act, provide PPE, follow environmental regulations, maintain a SHE file, and comply with SALI Handbook for Interior Landscaping (2024) or equivalent.

• Bidders must have experience in similar indoor planters work, proven by three contactable reference letters.
• Failure to provide references results in automatic disqualification.

• Maintenance activities include watering, pruning, cleaning planters, fertilization, pest/disease treatment, replacement of unhealthy plants, and general health inspections.
• All work must adhere to the South African Landscapers’ Institute (SALI) Handbook for Interior Landscaping (2024) or equivalent.

• Submit a fully completed SBD 3.3 Pricing Schedule.
• Prices must include all costs: plants, planters, delivery, installation, rental, maintenance, replacements, fertilization, pest control, labour, and equipment.
• Quantities and specifications in the RFQ must be used as pricing basis.
• VAT must be shown separately.
• Bids without a complete price are non-responsive.

• Pricing must be quoted in South African Rand (ZAR) and include VAT separately.
• Prices must cover supply of plants and planters, delivery, installation, monthly rental, routine maintenance, replacement of unhealthy plants, fertilization, pest control, labour, and equipment.
• Rates must remain fixed for the 24-month contract duration.
• Use the quantities specified in the RFQ as the basis for pricing.
• Equivalent products may be offered subject to ATNS approval.
• Replacement plants must be supplied at no additional cost unless due to ATNS vandalism or negligence.
• Submit a fully completed and signed SBD 3.3 Pricing Schedule.
• Bids without a complete price will be deemed non-responsive.

• Mandatory Requirements (Stage 2):

• Company Experience: Minimum three contactable reference letters for similar work.
• COIDA Compliance: Proof of Compensation Fund registration or Mutual Association policy.
• Nursery Registration and Phytosanitary Compliance: Proof from PPECB or equivalent.
• Registration under Plant Improvement Act (Act 11 of 2018).
• Locality Footprint in Gauteng: Proof via municipal account, lease agreement, or MoU with local partner.

• General Compliance:

• Register on the Central Supplier Database (CSD) and submit proof.
• Submit SARS Tax Compliance Status PIN or CSD number.
• Submit valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) to qualify for preference points.
• Complete and sign Declaration of Interest and Invitation to Bid documents.

• Service provider must comply with Occupational Health and Safety Act (OHS Act).
• Provide and enforce appropriate PPE.
• Maintain a Safety, Health and Environment (SHE) file.
• Adhere to environmental and waste management regulations.
• All maintenance, pruning, and replacement must follow recognised standards (e.g., SALI Handbook).

• ATNS mission includes ensuring environmental sustainability.
• Service provider must comply with environmental regulations and waste management.

• ATNS reserves the right to vary scope and terms, with written notice to tenderers.
• Successful tenderer must accept standard contract terms including retention, confidentiality, and professional indemnity insurance clauses.
• ATNS may reject, withdraw, or cancel tenders at its discretion.
• Negotiations do not constitute an award; contract only concluded when signed in writing.
• Bidders must comply with General Conditions of Contract.
• Confidentiality of bid information is required.
• Suppliers must be registered on the Central Supplier Database (CSD).
• Tax compliance (SARS PIN or CSD number) is mandatory.

• Three-stage evaluation: Administrative, Mandatory, and Price/Preference.
• 80/20 point system applied for tenders up to R50 million.
• Preference points for 51% Black Owned (10 points) and 30% Black Woman Owned (10 points).
