Submission Guidelines

Notwithstanding any measurements Parliament supplies, bidders must independently verify
and remeasure all relevant dimensions on site before fabrication. Parliament accepts no
liability for signage manufactured to incorrect dimensions where the appointed provider has
failed to independently verify measurements.
9.2. This appointment covers physical/dimensional and digital signage as an integrated scope. A
bidder that does not have the required digital or specialist capability in-house may partner
with or subcontract an appropriately qualified specialist, subject to full disclosure and
Parliament’s applicable evaluation and compliance requirements.
Where any part of the work will be subcontracted, the bidder must disclose the proposed
subcontractor and provide evidence of its relevant capability, experience and assigned
resources. Subcontractors will be subject to the same applicable verification, evaluation,
security and compliance requirements, while the bidder remains contractually responsible for
all deliverables.
9.3. Where a joint venture / partnership submits an offer for this bid, a joint venture / partnership
agreement must be attached, which specifies the names of the companies that have formed
the joint venture / partnership, the name of the joint venture / partnership. Companies that
are members of the joint venture / partnership will be individually required to comply with tax
compliance requirements by SARS.
9.4. Bidders must certify that the personnel identified in its response to this bid will be the persons
actually assigned to Parliament of the RSA. Any changes in the personnel from those
identified in the response to the bid must be approved by Parliament. Parliament may, at its
discretion, require the removal and replacement of any of the service provider’s personnel
who do not perform adequately. The replacement personnel must meet the same minimum
requirements outlined in this document.

9.6. The successful bidder/s and its employees must comply with Parliament security clearance

Parliament of the Republic of South Africa's signage and wayfinding across its buildings is
inconsistent in design, application of the corporate identity (CI), and physical condition. The
Secretary to Parliament (STP) has prioritised a phased refresh of internal and external signage to
project a coherent institutional identity, improve visitor and staff wayfinding, and support
accessibility.
The procurement scope comprises internal and digital signage and office branding for the
revamped 3rd, 4th, 8th, 9th and 10th floors at 90 Plein Street; internal and digital signage and
office branding within the NCOP, including the Queen’s Hall feature branding; internal, external
and digital signage, office branding, wayfinding and pylon signage for the Good Hope Building;
and external, digital and precinct signage across the identified Parliament precinct locations,
including street-facing signage at 90, 100 and 120 Plein Street and external signage associated
with the NCOP and Good Hope.
The appointment will cover the design, manufacture, supply, delivery, installation and approved
maintenance requirements for the signage included in this bid.
The broad objectives of this RFB include:
2.1. To provide prospective service providers with adequate information to understand and
respond to Parliament’s requirements for the design, manufacture, supply, delivery,
installation and ongoing maintenance of internal and external digital signage and wayfinding
elements, including digital signage, across Parliament's precinct buildings.
2.2. To ensure uniformity in the responses received from each prospective service provider.
2.3. To provide a structured framework for the evaluation of proposals.
3.1. Parliament seeks to appoint a suitable service provider to:
3.1.1. Design, manufacture, supply, deliver and install internal and external digital signage and
wayfinding elements specified in this bid.
3.1.2. Provide maintenance services for a period of five (5) years.

3.2. This RFB aims to contract with a suitably qualified service provider with the capacity to
execute the required services to the specified quality, scope, timeframe and cost.
4.1. The successful bidder will be required to provide the following services in the following
identified buildings and spaces/areas:
4.1.1. 90 Plein Street:
4.1.1.1. Design, render, manufacture, supply, deliver and install internal and digital signage
across the revamped Upper Ground Foyer, 3rd, 4th, 8th, 9th and 10th floors in
accordance with Parliament’s Corporate Identity guidelines.
i) A floor identification, lift lobby directories and directional signage, digital
information, directory and wayfinding displays at designated reception areas, lift
lobbies and other approved internal locations, full-colour emblem and frosting on
lift lobby access doors, access card point signage, reception desk and wall
branding, mandate wall displays, flags for designated committee rooms and offices,
and committee-room (to be provided by Parliament), office-suite and accessible-
facility signage, as detailed in the supporting signage schedule attached as
addenda A and B.
ii) Digital signage must be internet-enabled via ethernet cabling or Wi-Fi (4G or 5G).
4.1.2. NCOP Queen’s Hall:
4.1.2.1. Design, render, manufacture, supply, deliver and install a feature branding in accordance
with Parliament’s Corporate Identity guidelines:
i) A freestanding illuminated institutional feature wall / ceremonial backdrop,
incorporating a centrally positioned full-colour Parliament emblem manufactured to
approved corporate identity standards, integrated vertical LED lighting and two
freestanding flagpoles for the South African national flag and Parliament flag to
serve as Parliament's official ceremonial and media backdrop.
ii) A large-format digital LED display wall capable of presenting institutional branding,
official messages, multimedia presentations and video content.
iii) Both elements must be structurally stable, safely illuminated, have concealed
cabling and accessible maintenance panels, and must not damage or obstruct the
Queen’s Hall heritage finishes, doors, walkways or fixtures.

4.1.2.2. Design, render, manufacture, supply, deliver and install internal NCOP signage, digital
systems and office branding in accordance with Parliament’s Corporate Identity
guidelines:
i) Office identification and branding, flags for designated NCOP offices and committee
rooms, digital information, presentation and wayfinding displays in designated NCOP
offices and committee rooms, internal directional and wayfinding signage, and related
signage across the identified NCOP areas, in addition to the Queen’s Hall feature
branding specified above.
ii) Digital systems must be internet-enabled via ethernet cabling or Wi-Fi (4G or 5G).
4.1.3. Good Hope Building and Good Hope Chambers:
4.1.3.1. Design, render, manufacture, supply, deliver and install internal and external building
identification signage, digital information and wayfinding displays at designated internal,
entrance and public-facing locations, internal directional and wayfinding signage, office
identification and office branding, an external identification pylon at Good Hope, and
directional pylons or signage leading to the identified offices in accordance with
Parliament’s Corporate Identity guidelines.
4.1.4. External and precinct signage:
4.1.4.1. Design, render, manufacture, supply, deliver and install street-facing building
identification and precinct wayfinding signage for 90 Plein Street, 100 Plein Street and
120 Plein Street, together with external signage for the NCOP and Good Hope, including
flag installations at designated external locations along 100 Plein Street in accordance
with Parliament’s Corporate Identity guidelines.
4.1.4.2. Design, render, manufacture, supply, deliver and install visitor routes and pedestrian
wayfinding, Parliament Street directional and precinct identification signage in
accordance with Parliament’s Corporate Identity guidelines.
4.1.4.3. Design, render, manufacture, supply, deliver and install perimeter fencing/boundary
signage; an illuminated external directional pylon and visitor orientation signage at the
bus parking/drop-off area; illuminated building entrance and identification elements in
accordance with Parliament’s Corporate Identity guidelines.
4.1.5. Provide maintenance and support services of all the branding, signage, wayfinding
displays stipulated above for a period of five (5) years.

5.1. The successful bidder must have:
5.1.1. Delivered an approved inception report, including a site-access plan, programme and
resourcing plan.
5.1.2. Completed a site audit report confirming dimensions, conditions, quantities and fixing
methods per space, including the sizing of existing and proposed lettering and an audit of
existing signage colour against the colour proposed.
5.1.3. Submitted shop drawings, material, finishes and colour specifications and a priced bill of
quantities for Parliament's approval.
5.1.4. Supplied technical specifications for all equipment and components.
5.1.5. Produced and secured Parliament's written approval of mock-ups/samples of each
signage type before full-scale fabrication.
5.1.6. Fabricated, delivered and installed all signage per the approved programme, including all
illuminated elements installed by a registered electrician with a Certificate of Compliance
(COC) submitted at handover.
5.1.7. Resolved all snagging and submitted an as-built schedule, warranties, operations and
maintenance manuals, and a close-out report at handover.
5.1.8. Provided maintenance and support services for a period of five (5) years.
5.1.9. Provided any other Content Management System (CMS) licences and all administrative
credentials, licences, passwords, encryption keys (where applicable), and ownership rights
to Parliament.

(a) South African Pricing - The total price must be VAT inclusive and be quoted in South
