Submission method: sealed envelope placed in the tender box at the Civic Centre, 1st floor, Room B207, Corner Walter Sisulu and Wanderers Avenue, Middelburg, by no later than 12h00 on 28/10/2026.

Evaluation stages:

1. Functionality: bidders must attain at least 70 points before financial proposals are considered.
2. Preferential point system under the PPPFA and the municipality's SCM Policy: 90 points for price and 10 points for specific goals (as per MBD 6.1).

No award will be made to a person who is not registered on the Central Supplier Database; who is in the service of the state; who is a juristic person with any director, manager, principal shareholder or stakeholder in the service of the state; or who is an advisor or consultant contracted with the municipality or municipal entity.

The municipality requires the appointment of an additional two (2) service providers to the panel for the supply and delivery of fuel for a period of 36 months, as and when required.

The invitation is issued in terms of Section 110 of the Municipal Finance Management Act, 2003.

The service providers will supply and deliver fuel on an as-and-when-required basis over the 36-month contract period.

Tender document fee: non-refundable R880.00, payable in cash or debit/credit card only.

No other financial requirements (bid security, guarantees, retention, payment terms) are stated in the document.
