The envelope must show the tender number, title, closing date, and the bidder's name and address. Electronic, faxed, telephonic or emailed offers are not accepted. One original plus one electronic scanned copy on a flash drive must be submitted. All returnable documents must be completed in non-erasable black ink and signed by an authorised person. Joint ventures must submit a notarised joint venture agreement, joint CSD registration, and separate SBD forms for each partner. Tenders are invalid if the price is not on the Form of Offer and Acceptance (C1.1), the form is not in black ink, or the bidder's name is missing or illegible. Tenders will not be opened immediately after closing; prices will not be read out due to a two-stage evaluation. Returnable forms include SBD 4 (Declaration of Interest), SBD 9 (Certificate of Independent Bid Determination), and other standard SBD declarations. Disqualification risks: missing or unsigned returnable forms, failure to attend the compulsory briefing and site visit, failure to submit proof of CSD, CIDB, NHBRC or company registration, previous failure to complete a CoGHSTA project in the last 5 years, and failure to provide clarification within the stated time.

Two-stage evaluation: functionality first, then price and preference. Functionality minimum threshold: 70 out of 100 points. Functionality criteria: Experience of Tenderer (40 points), Project Staff Experience (30 points), Plant and Equipment (18 points), Bank Rating (12 points). Experience: points awarded for completing 1 to 5 similar projects (construction of buildings worth at least R3 million including VAT) in the last 5 years, with signed appointment and completion letters. Project staff: Construction Manager (10 points, minimum B-Tech, Pr.CPM or Pr.CM registration, 3+ years experience), Site Agent (10 points, minimum N.Diploma, 3+ years experience), General Foreman (6 points, building trade certificate, 3+ years experience), Safety Officer (4 points, SACPCMP registered, 2+ years experience). Plant and equipment: 3 points per owned item, 1 point per hired item, for TLB, LDV, tipper truck, walk-behind roller/rammer, powerfloat, and 2 concrete mixers (min 300L). Bank rating: A to C = 12 points, D to E = 0 points (letter not older than 1 month). Price scored using Formula 2 (Option 1) with W1 = 80 points. Preference points: maximum 20 points for specific goals — 100% or more Women or Youth owned (10), less than 100% Women or Youth owned (5), 100% Black owned (10), less than 100% Black owned (5), 100% People living with disability (10), locally owned companies (5). Preference given to companies owned by Women, Youth and Persons with Disabilities. Contract awarded to highest total points, subject to risk analysis and reasonableness of price.

Scope: Construction of 40 BNG (Breaking New Ground) houses in Smarties Valley, Dawid Kruiper Local Municipality, ZF Mgcawu District Municipality, Northern Cape. Site locality: Smarties Valley, coordinates 28°27'47.97" S, 21°11'51.08" E. The works include construction of buildings, with project specifications, engineering drawings, and site information (geotechnical) provided in the tender pack. The contract requires a Community Liaison Officer (CLO) to be appointed by the contractor, with remuneration fixed at R7,500.00 per month. The contractor must use local labour as far as possible and comply with EPWP reporting. The project is not an EPWP project. The contractor must comply with the Occupational Health and Safety Act and Construction Regulations 2014, submit a Health and Safety Plan for approval before starting, and maintain a Health and Safety File on site. The contract is subject to the GCC for Construction Works (3rd Edition) 2015 and SANS Standardised Specifications.

Pricing: Tender sum must be submitted on the Form of Offer and Acceptance (C1.1). The project is VAT exempt — the Employer will not pay VAT (0% VAT). The tendered sum will not be subject to escalation. Pricing instructions and calculation of tendered sum are in Part C2. Security: The successful tenderer must provide either a fixed performance guarantee of 10% of the contract sum, or an additional deduction of 10% of the value of works from each interim certificate, or a fixed performance guarantee of 5% plus a 5% retention deduction from each interim certificate. The Employer provides no insurance. The Employer may request a banker's report within 3 days and may approach the bidder's bank to verify financial strength. The Employer may negotiate a reasonable price with the highest-scoring tenderer if the price is not reasonable.

CIDB: Registration with grading 6 GB or higher, in good standing and active at tender close. Joint ventures: every member registered with CIDB, lead partner with 6 GB grading, combined grading meeting the requirement.

NHBRC: Registration valid and not expired at tender close.

CSD: Proof of CSD registration (summary report) must be submitted.

Tax: Original valid Tax Clearance Certificate or certified copy inclusive of verification PIN.

B-BBEE: B-BBEE Status Level Certificate or certified copy. Exempted Micro Enterprises must submit a certificate from an Accounting Officer, SANAS-accredited Verification Agency, or Registered Auditor.

Company registration: Certified copy of Certificate of Incorporation (company), Founding Statement (CC), Partnership Agreement (partnership), or ID (sole proprietor).

Other certificates: Letter of Good Standing from Department of Labour, UIF Certificate of Compliance, Municipal Account or lease agreement/title deed for locality verification.

SBD forms: SBD 4 (Declaration of Interest) and SBD 9 (Certificate of Independent Bid Determination) must be correctly completed; false declarations disqualify.

Authority to sign: Authority to sign on behalf of the bidder together with Director's certified ID copy.

Disqualification: Bidders or directors previously terminated or failed to complete a CoGHSTA project in the last 5 years are disqualified.
