Bids must be submitted in a sealed envelope clearly marked with the contract number, tender heading, company name, closing time and due date, addressed to the Director: Finance and Supply Chain Management, Department of Land Reform and Rural Development, and deposited in the tender box at the New Public Building (Sixth Floor), Cnr Knight & Stead Street, Kimberley, 8301. The 80/20 preference point system applies under the PPPFA and Preferential Procurement Regulations, 2022: a maximum of 80 points for price and 20 points for specific goals. Bidders must be registered with the CIDB with a minimum grading of 7CE or higher. The lowest or any tender will not necessarily be accepted; the department reserves the right to accept a tender as a whole or in part. Bids must remain valid for 90 days after closing (120 days for tenders closing in October, November, December).

The works comprise the construction of a 60 km gravel road at Heuningvlei Farms under the Joe Morolong Local Municipality within the John Taolo Gaetsewe District Municipality, Northern Cape. The tender is open to CIDB-registered contractors with a grading of 7CE or higher. The scope includes engineering, procurement, construction, and management of the works as detailed in the tender documents, including site establishment, management of existing services, and compliance with project specifications and standard specifications.

A non-refundable bid deposit of R200 (Two Hundred Rands) is payable in cash on collection of bid documents. Bidders must submit a letter of intent for a performance guarantee from a bank, or a FAIS-registered or NCR-registered financial institution, for a minimum of 10% of the contract value.
