Bids must be submitted on the official forms, not retyped, in a sealed envelope marked with the tender heading, company name, contract number, closing time and date, addressed to the Director: Finance and Supply Chain Management, Department of Land Reform and Rural Development, and deposited in the tender box at the New Public Building (Sixth Floor), Cnr Knight & Stead Street, Kimberley, 8301. Bidders must include: a CRS printout from CIDB (for JVs, both lead and partner CRS numbers), a signed letter of authority on company letterhead, CSD supplier number and tax compliance PIN (or valid tax clearance certificate) for the bidder and any subcontractors, a letter of good standing from the Department of Employment and Labour (COIDA), a letter of intent for a performance guarantee from a bank or FAIS/NCR registered financial institution, and all completed addenda. The bid must not be tampered with or contain correction fluid; any price alterations must be crossed out in ink and initialled. Attendance at the compulsory clarification meeting is mandatory.

The 80/20 preference point system applies under the PPPFA and Preferential Procurement Regulations 2022: a maximum of 80 points for price and 20 points for specific goals. Bids will only be considered responsive if the mandatory requirements are met. The lowest or any tender will not necessarily be accepted; the department reserves the right to accept a tender in whole or in part.

The scope is the construction of a 3 km access road to Plessis Vlakte FPSU under Renosterberg Local Municipality, Pixley ka Seme District Municipality, Northern Cape. The works include engineering, procurement, construction and management as detailed in the scope of works sections, including design services, drawings, use of local labour, subcontracting to SMMEs, women and youth, site establishment, and management of existing services. The contract includes an OHS specification and an environmental management programme.

A non-refundable bid deposit of R200, payable in cash on collection of bid documents. A letter of intent for a performance guarantee from a bank, or a FAIS or NCR registered financial institution, is required. Pricing is to be submitted on the official pricing schedules and bills of quantities.

Bidders must be registered with the CIDB with a minimum contractor grading of 3 CE or higher. Bidders must be registered on the CSD and be tax compliant (submit CSD supplier number and tax compliance PIN, or a valid tax clearance certificate). For joint ventures, the lead partner and all JV partners must provide their CRS numbers and tax compliance details. Subcontractors must also provide CSD and tax compliance information. A letter of good standing from the Department of Employment and Labour (COIDA) is required. Attendance at the compulsory clarification meeting is mandatory.
