the area of exposed ash to be covered to prevent ash dust from spreading on the Ash Disposal Facility at

Kendal Power Station.

2.1 Scope

This document will cover the scope of work for dust suppression service provider. Detailing the technical

requirements of the dust suppression and the area of exposed ash to be covered to prevent ash dust at

Kendal Power Station Ash Disposal Facility. The scope covers the technical aspects, environmental and

safety only.

2.1.1 Purpose

The purpose of this document is to provide a scope of work for the sourcing of a Contractor for Kendal

ADF, for supplying and applying dust suppression on ash to prevent dust fall. Which is in line with the

National Dust Control Regulations (GNR 827). This contract will be valid for a period of 5 years (60

months) and the contractor shall provide the service on an as and when required basis.

2.1.2 Applicability

This document shall apply to Kendal Power Station.

2.5 Roles and responsibilities

Compiler: Responsible to compile the document and to ensure that the content is integrated.

Contractor: The Contractor shall be responsible for the duties as defined in section 7, “Duties of the

Contractor” of the Construction Regulations and all duties as defined by Contract data.

Employer: Eskom Holdings is the owner of the plant and has the responsibility of providing reliable

electricity to the country.

Functional Responsible: The Functional Responsible person is responsible to approve the content of the

document and assure its correctness before the document is submitted for authorization.

Authorizer: The document Authorizer is responsible to ensure that the correct processes were followed

in developing this document and that the relevant stakeholders have been involved. The authorizer also

reviews the document for alignment to business strategy, policy, objectives and requirements. He/she shall

authorize the release and application of the document. Process for monitoring this document shall be

utilized as a baseline document during the validation of design documentation during the various,

subsequent design phases by using the Design Review Procedure and the Verification and Validation

(V&V) process. Should the document require modification, the appropriate Project Engineering Change

3. Dust suppression scope

3.1 Areas exposed

The working areas are divided into two, namely, Stacker Area and Spreader Area. However, the areas

that require covering are forecast to be the inactive area (area to be chemically suppressed) on the

facility as shown in Figure 1 below. These are areas no longer in use or areas with high hips of ash that

have not been removed.

3.1.1 Area to be chemically suppressed.

• The ash hips on spreader side and all other ash hips that might develop.
• The inactive area in the ADF which is 25Ha totally.
• With the max height from the toe of the ADF being 65m.

As in the figure 2 below, the emergency dump facility will require suppression when:

• Emergency dump facility to be covered when ash spends extended amount of time at the facility.

3.2 Requirements

3.2.1 Dust Suppression Solution

• The solution needs to be capable for ash dust suppression application.
• The dust suppression solution must produce a resilient, crack-resistant surface crust capable of

accommodating substrate shifting without failure, thereby completely mitigating any possible dust

particles emissions on the treated footprint.

• The solution minimum period for the binding to last must be at least 6 months.

3.2.2 Environmental

All the materials to be utilized for dust suppression will need to be approved prior use by Eskom

Environmental Department. The contractor is to supply Eskom with all Material Safety Data Sheets

(Msds).

3.2.3 Safety

• Equipment to be used will need to be inspected by Eskom Safety Department for acceptance into

Eskom premises.

• Plant to be utilized need to be capable of driving and navigate on unstable terrain (given the ash).
• Human resources will be subjected to vetting by Eskom Security Department and be in possession

with access control.

• Contractor must make provision adequate PPE for personnel given the dust fall condition on an

operational site.

3.2.4 Documentation

• Contractor will need to compile the report after every application, detailing not limited to the area

covered.

2.5 Roles and responsibilities

Compiler: Responsible to compile the document and to ensure that the content is integrated.

Contractor: The Contractor shall be responsible for the duties as defined in section 7, “Duties of the

Contractor” of the Construction Regulations and all duties as defined by Contract data.

Employer: Eskom Holdings is the owner of the plant and has the responsibility of providing reliable

electricity to the country.

Functional Responsible: The Functional Responsible person is responsible to approve the content of the

document and assure its correctness before the document is submitted for authorization.

Authorizer: The document Authorizer is responsible to ensure that the correct processes were followed

in developing this document and that the relevant stakeholders have been involved. The authorizer also

reviews the document for alignment to business strategy, policy, objectives and requirements. He/she shall

authorize the release and application of the document. Process for monitoring this document shall be

utilized as a baseline document during the validation of design documentation during the various,

subsequent design phases by using the Design Review Procedure and the Verification and Validation

(V&V) process. Should the document require modification, the appropriate Project Engineering Change

As in the figure 2 below, the emergency dump facility will require suppression when:

3.2.3 Safety

• Equipment to be used will need to be inspected by Eskom Safety Department for acceptance into

• Plant to be utilized need to be capable of driving and navigate on unstable terrain (given the ash).

• Human resources will be subjected to vetting by Eskom Security Department and be in possession

with access control.

• Contractor must make provision adequate PPE for personnel given the dust fall condition on an

operational site.

3.2.4 Documentation

• Contractor will need to compile the report after every application, detailing not limited to the area

covered.

3.2 Requirements

3.2.1 Dust Suppression Solution

• The solution needs to be capable for ash dust suppression application.
• The dust suppression solution must produce a resilient, crack-resistant surface crust capable of

accommodating substrate shifting without failure, thereby completely mitigating any possible dust

particles emissions on the treated footprint.

• The solution minimum period for the binding to last must be at least 6 months.

The NEC3 Engineering and Construction Contract

is taken to be incorporated herein

The Tenderer is deemed to have taken cognizance

of the abovementioned documents for the full

intent and meaning of each clause. These clauses

are referred to by clause number and heading only

Where standard clauses or options are not

applicable to this contract such modifications,

corrections or supplements as are necessary, are

given under each relevant clause

Where any items are not used for this specific

contract such items are nevertheless listed but

marked not applicable in the amount column

The amount of the Preliminaries to be included in

each monthly payment certificate shall be assessed

as an amount prorated to the value of the work

duly executed in the same ratio as the

preliminaries bears to the total of prices excluding

any contingency sum, the amount for the

Preliminaries and any amount in respect of

contract price adjustment provided for in the

contract

Where the initial contract period is extended, the

monthly charge shall be calculated on the basis as

staged or sectional completion shall be prorated to

the value of each section.
