Scope: Appointment of a panel of service providers or individual consultants to provide External Integrated Summative Assessment (EISA) marking and moderation services for occupational qualifications in the energy and water sectors for three years, on an as-and-when-required basis.

• Key responsibilities:

• Markers: Assess and grade exam scripts accurately using marking memoranda; provide constructive feedback to AQPs; ensure fairness, consistency, and confidentiality; adhere to marking guidelines; participate in moderation/calibration; handle special cases; submit final marks and reports; contribute to quality assurance.
• Moderators: Review and moderate marked assessments for consistency and fairness; validate marking accuracy; provide feedback to markers; ensure adherence to assessment guidelines; handle disputes/appeals; report findings.

• Panel appointment details:

• Three-year contract from date of appointment.
• Appointment to the panel does not guarantee work; assignments will be awarded via RFQ as required.
• EWSETA may award assignments to one or more panel members at its discretion.
• Team members must remain as per bid documentation; any changes require written authorisation from EWSETA.

• Qualifications: Bidders must clearly indicate which specific occupational qualification(s) they are applying for from the listed options (e.g., Occupational Certificate: Radiation Protection Monitor, SAQA ID 110356). Failure to specify leads to disqualification.

• Experience: Bidders must demonstrate relevant experience as facilitators, assessors, moderators, or markers in the Water and/or Energy sectors, supported by reference letters.
• Qualifications: Must hold relevant qualifications/certifications for the applied occupational qualifications. Foreign qualifications require SAQA evaluation.
• Scoring: Experience and qualifications are scored in Stage 2 (Functionality) with detailed point allocations.

• Inspection Rights: EWSETA may inspect or test services during or after delivery. Costs for inspections confirming compliance are borne by EWSETA; costs for non-compliance are borne by the supplier.
• Rejection: Supplies or services not meeting requirements may be rejected at the supplier's cost and risk.

• Format: Provided in Annexure 2 (SBD 3.3) for future quotations. Requires a ceiling price inclusive of all taxes, hourly/daily rates for personnel, phased costs, travel expenses (actual costs with proof), and other expenses.

• VAT compliance: Bidders registered for VAT must declare their VAT status and provide a valid VAT number. Submissions without VAT from VAT-registered vendors will be disqualified.
• Pricing schedule (Annexure 2) is provided for future quotations, requiring:

• A ceiling price inclusive of all applicable taxes.
• Hourly/daily rates for personnel involved.
• Phased costs and man-days.
• Travel and other expenses (only actual costs recoverable with proof).
• Confirmation if rates are firm for the full contract period.

• Note: Scheduled outages, after-hours, or weekend work must be included in total costs, not billed additionally.

• Tax Compliance: Bidders must ensure tax matters are in order and reflect on CSD. Submit Tax PIN (Tax Clearance Certificate) or CSD number if no PIN. For joint ventures, each party must submit separate proof.
• B-BBEE: Submit a valid B-BBEE Certificate (SANAS accredited) or a duly completed B-BBEE Affidavit for EMEs/QSEs. Joint ventures require a combined certificate/affidavit. Points awarded per the 80/20 system table.
• Company Registration: Provide CIPC registration documents.

• Points: Awarded per the 80/20 system table (Level 1: 20 points, down to Non-compliant: 0 points).
• Subcontracting: If subcontracting >25% to an enterprise that does not qualify for at least the same points, B-BBEE points will not be awarded, unless the subcontractor is a capable EME.

• Contract Duration: Three years from date of appointment, on an as-and-when-required basis.
• Appointment: No guaranteed work; assignments awarded via RFQ. EWSETA may award to one or more panel members at its discretion.
• Team Stability: Team members must remain as per bid documentation; changes require written authorisation from EWSETA.
• Probation: A 30-day probation period applies.
• Payment Terms: EWSETA will pay within 30 days of a valid tax invoice.
• Confidentiality: Successful bidder must abide by confidentiality undertakings.
• Contract Management: In accordance with Treasury Regulation 16A9. Non-performance may attract penalties, withholding payments, termination, or reporting to National Treasury.
• General Conditions: Include standard clauses on use of contract documents, inspections, patent rights, and performance security (may be required within 30 days of award).
