ESKOM rotek industries (eri) is selecting new-entrant, 100% black-owned exempted micro enterprises (emes) and qualifying small enterprises (qses) to become enterprise and supplier development (esd) beneficiaries under the five-year valves services contract (vsc). Selected beneficiaries will receive a minimum of 30% of the contractor's technical scope as subcontracted valve maintenance and outage work at ESKOM power stations, plus a structured development programme. This is not a tender for a direct contract; IT is an expression of interest to be assigned to an appointed vsc. The most consequential requirement is the mandatory proof of access to finance of at least r26 million, without which the application is disqualified.
Mandatory eligibility: Must be a CIPC-registered legal entity, registered on the CSD (report not older than 30 days), 100% black-owned, controlled and managed, and classified as an EME or QSE. Proof includes B-BBEE certificate or sworn affidavit, certified IDs, and share register.
New-entrant rule: The company, its shareholders and directors must never have held a contract or purchase order with Eskom or ERI, and must not be an active vendor on their databases. Work as a subcontractor to an Eskom/ERI contractor does not disqualify.
Access to finance: A facility letter or financier's letter of intent for at least R26 million is mandatory (M11). The letter must be on the financier's letterhead, signed, addressed to the respondent, and not older than 3 months. Failure to submit leads to disqualification.
Functionality threshold: Must score at least 60% (60/100) in Stage 2 functionality evaluation. Criteria include quality management system (20), precision engineering reports (20), key personnel CVs (20), experience on critical plant (15), and development and growth plan (25).
Specific goals scoring: Selection is ranked per cluster and for projects on specific goals points (max 20) for ownership by black women, black youth, black people with disabilities, management control by black women, and 100% black ownership. A shareholder can count towards multiple goals.
Submission: Upload via Eskom Tender Bulletin (https://tenderbulletin.eskom.co.za) by Monday 30 November 2026 at 10:00. All documents in PDF, no zip files, no hard copies. Mark submission status as complete. Late submissions are not accepted.
Mandatory briefing and enquiries: Non-compulsory briefing on 5 November 2026 (10:00–11:30) on Microsoft Teams; register by 2 November 2026. Written enquiries close 20 November 2026 at 12:00. Contact Phumzile Ncamani, 011 629 4546, [email protected].

Eskom Rotek Industries SOC Ltd (ERI), a wholly owned subsidiary of Eskom Holdings SOC Ltd, invites Expressions of Interest from new-entrant, 100% black-owned Exempted Micro Enterprises (EMEs) and Qualifying Small Enterprises (QSEs) that have not previously contracted with Eskom or ERI, to be selected as Eskom Enterprise and Supplier Development (ESD) Beneficiaries under the Valves Services Contract (VSC) for a period of five years, covering valve maintenance and outage services at Eskom power stations.
Selected beneficiaries will be assigned by Eskom to the appointed Valves Service Contractor(s) and will receive a minimum of 30% of the VSC technical scope as subcontracted work, together with a structured development programme in power-station valve maintenance and outage services.
Enterprises owned by black women, black youth and black people with disabilities are strongly encouraged to respond; preference is given through specific goals used for selection.
A letter of intent or facility letter from a financier for at least R26 million is a mandatory requirement.
This EOI is managed by ERI's Supplier Development, Localisation and Industrialisation (SDL&I) function on behalf of Eskom; the technical evaluation is conducted by ERI TGS Technical. It is not a procurement process, and VSCs do not choose their own beneficiaries and may hold no shares in them.
