The tenderer must be a legally registered entity, have a valid tax clearance certificate, and be registered on the CSD. The tenderer must also comply with all relevant laws and regulations, including the Preferential Procurement Policy Framework Act and the Prevention and Combating of Corrupt Activities Act

• Scope: Provide multidisciplinary professional services from Stage 1 (Initiation) to Stage 6 (Close-Out) for upgrades and additions at King Hintsa TVET College campuses in the Eastern Cape.
• Required Disciplines: The consortium must include professionals registered with relevant councils: Architect (SACAP, lead consultant), Quantity Surveyor (SACQSP), Civil & Structural Engineer (ECSA), Electrical Engineer (ECSA), Mechanical Engineer (ECSA), Occupational Health & Safety Agent (SACPCMP), and Social Facilitator (minimum Diploma/Degree in relevant social field).
• Deliverables: Full project lifecycle services including feasibility, design, documentation, procurement support, contract administration, site monitoring, health and safety compliance, social facilitation, and close-out reporting.
• The service provider must comply with IDMS, FIDPM, National Treasury frameworks, and Department of Higher Education & Training standards.

• Key Personnel Experience: Points are awarded for post-registration experience of each professional discipline (Architect, QS, Civil/Structural, Electrical, Mechanical, OHS Agent, Social Facilitator). Scoring ranges from 0 to 7 points based on years of experience (10+ years scores highest).
• Company Experience: Submit reference letters for similar completed projects (maximum 5). Points awarded based on number of projects: more than 5 scores 35, 5 scores 20, 4 scores 15, 3 scores 10, less than 3 scores 0.
• For a consortium, each discipline must submit relevant experience within the built environment.

• Pricing must be percentage-based, apportioned per stage, using the attached pricing schedule.
• Fees are calculated as a percentage of the construction budget (estimated at R16,500,000 excluding VAT). The Rand value is for adjudication; appointment is based on percentage fees.
• Quotations must be inclusive of VAT, valid for 90 calendar days, and include all costs. No additional payments will be made for work expenses.
• Disbursements (travel, printing) are reimbursable based on NDPW rates, with base towns East London and Butterworth. Claims require trip logs and proof.
• Professional Indemnity insurance of at least R6 million is required (adjusted to twice the professional fees on appointment). For a consortium, minimum R2 million per discipline.
• Discounts are capped at 20% as per IDT policy.

• Mandatory Registrations: All bidders (and each consortium member) must be registered on the Central Supplier Database (CSD).
• Tax Compliance: Bidders must be tax compliant; status verified via CSD. Non-compliance allows 7 working days to remedy before disqualification.
• Professional Registrations: Submit valid proof of registration with SACAP, SACQSP, ECSA, SACPCMP as applicable for each discipline.
• B-BBEE: Preference points claimed via SBD 6.1 form; specific goals under the 80/20 system apply.
• Other Documents: Submit Letter of Good Standing (COIDA), CIPC documents, certified ID copies of directors (not older than 6 months), and a signed Letter of Authority if required.
• Failure to submit any compulsory document leads to disqualification.

• Contract Basis: The CIDB Standard Professional Services Contract (3rd Edition, Document 1015) forms the conditions of contract.
• IDT Rights: IDT reserves the right to cancel the request for quotations without notice or reason, and not to award to the lowest bidder.
• Cancellation: If the project is cancelled by the client, the service provider is only paid for work done prior to cancellation; no compensation for loss of profit.
• Professional Indemnity: The successful bidder must maintain professional indemnity insurance of at least R6 million (subject to risk assessment on appointment).
