Supply and delivery of fire-fighting equipment — fire beaters, knapsack sprayers, portable water pumps, high-pressure hoses, fire-resistant PPE, hand tools, water tanks, radios, a chainsaw, a brush cutter and sabs-certified extinguishers — to ingquza hill local municipality for distribution to forestry growers, cooperatives and emerging forestry enterprises in its area. The appointed supplier must provide new, unused equipment and handle loading, transport, off-loading, warranties, manuals and replacement of defective or non-compliant items at NO cost to the municipality. Evaluation runs in two stages: functionality out of 100 with a minimum of 70 to proceed, then price (80 points) and specific goals (20 points) under the 80/20 system. The decisive practical risk is submission: bids must be hand-delivered to the tender box in flagstaff by 17 november 2026 at 12:00, and late, couriered, faxed or emailed bids are rejected outright.
Closing and submission: hand delivery only into the tender box at Ingquza Hill Local Municipality, 135 Main Street, Flagstaff, 4810 (Procurement Section), by 17 November 2026 at 12:00; sealed envelope endorsed with IHLM/71/2026-27/ECON and the description; late, couriered, faxed or emailed bids are not accepted. No compulsory briefing or site visit is scheduled.
Functionality gate: 100 points — relevant experience 30, delivery capacity 30, product quality and compliance 20, ability to deliver 20. A minimum of 70 out of 100 is required to reach price and preference evaluation; failing it ends the bid.
Experience evidence: at least two orders or appointment letters plus reference letters from public sector institutions confirming successful delivery of equipment (appointment letters are verified), and at least three contactable references for similar completed projects.
Delivery capacity evidence: proof of ownership of, or access to, a delivery vehicle — a vehicle logbook for a bakkie or a lease agreement signed by both parties — plus a signed commitment letter with affidavit undertaking delivery within one month.
Preference points (80/20): price 80 points, specific goals 20 points — black youth aged 18–35 (6), black women (6), black people living with a disability (2), black people (6). Proof must be submitted with the bid: CSD registration report and ID copy of the registered owner or director, and for disability a letter from an authorised medical practitioner or SASSA. Unclaimed points without proof are forfeited.
Mandatory returnables — omission disqualifies: valid full CSD registration, completed and signed MBD 1 to MBD 9, Annexure C (Local Content Declaration: Summary Schedule), a valid SARS Tax Compliance Status PIN printout, and a signed letter confirming no undisputed municipal accounts are overdue by more than 30 days with proof. Joint ventures, consortia and sub-contractors must each submit a separate TCS certificate, PIN or CSD number plus a joint venture agreement.
Local content and pricing: local content must be 100% where applicable, declared on MBD 6.2 and calculated per SABS SATS 1286:2011 using the SARB exchange rate at 12:00 on the advert date (30 October 2026). Only firm prices are accepted, tendered in Rand and inclusive of VAT (15%) and all other taxes, duties and delivery costs; the offer must remain valid for 90 days from the closing date.
