Scope: supply and delivery of complete indoor metal-clad 11 kV medium voltage switchgear panels for 66/11 kV substations within Sol Plaatje Municipality. Panels required: incomer panels, feeder panels, bus-coupler panels. System parameters: system voltage 11 kV, rated voltage 12 kV, frequency 50 Hz, busbar rating 2000 A, short-circuit rating minimum 25 kA for 3 seconds, indoor installation. Construction: metal-clad, withdrawable vacuum circuit breaker type, arc-resistant, fully compartmentalised (busbar, circuit breaker, cable, low-voltage control compartments), IP4X external / IP2X internal protection. Busbar system: high-conductivity copper, 2000 A, heat-shrink or epoxy insulated, short-circuit withstand 25 kA for 3 seconds. Circuit breakers: vacuum type, rated voltage 12 kV, incomer/bus-coupler 1250 A, feeders 630 A, breaking capacity minimum 25 kA, motor-charged spring operating mechanism, withdrawable with test/service/isolated positions. Protection relays: numerical type on each feeder and incomer panel, providing overcurrent, earth fault, time delay, instantaneous, fault/event/disturbance recording; communication via IEC 61850 or Modbus for SCADA integration. Arc protection system: optical arc detection sensors, arc protection relay, fast tripping mechanism, integration with circuit breakers. Instrument transformers: CTs for protection (accuracy class 5P20) and metering (class 0.5); VTs for metering, protection, SCADA where required. Control and metering per panel: digital multifunction meters (voltage, current, power, power factor, frequency, energy), mimic diagram, indicating lamps, local/remote selector, trip/close push buttons, breaker position indicators. Auxiliary supply: 110 V DC, control circuits protected by MCBs/fuses. Cable termination: XLPE cables, safe termination, sufficient working space, earthing facilities. Earthing: earthing switch per panel, copper earth bar full length of switchgear, rated for full fault current. Factory testing: routine, dielectric, functional, protection relay tests per IEC standards; test certificates to be submitted. Documentation: general arrangement drawings, schematic/wiring diagrams, protection settings, test certificates, operation and maintenance manuals. Warranty: minimum 12 months after commissioning or 18 months after delivery, whichever occurs first. Pricing schedule (MBD 3.1): itemised unit prices exclusive and inclusive of 15% VAT for (1) 11 kV Incomer Panel, (2) 11 kV Feeder Panel, (3) 11 kV Bus-Coupler, (4) Delivery of panels (per load); total price inclusive of VAT. Prices must include VAT and delivery costs to municipal stores. Method of pricing (MBD 3.2) mandatory: Option 1 – firm prices for contract duration (base prices firm from closing date); Option 2 – non-firm prices with at least 12 months price hold from closing date, then select one of: Option A (escalation formula with indices, 85% variable/15% fixed), Option B (rate of exchange variations with bank proof), Option C (documentary evidence from supplier). No bids from persons in the service of the state. MBD 4 (Declaration of Interest), MBD 8 (Past SCM Practices), MBD 9 (Independent Bid Determination) completed and signed. Valid B-BBEE certificate or sworn affidavit (MBD 6.1) for preference points. MBD 6.2 (Local Content Declaration) for 50% switchgear local content. Current municipal account (not older than 90 days) or valid lease agreement with municipal account for leased premises; if lessee responsible for municipal services, account/invoice not in arrears. Arc flash protection system required: optical arc detection sensors, arc protection relay, fast tripping mechanism, integration with circuit breakers to detect internal arc faults and trip breaker within milliseconds. Earthing system: earthing switch per panel, copper earth bar running full length of switchgear, designed to withstand full fault current levels. Cable compartment includes earthing facilities. All equipment designed for safe operation in South African environmental conditions. Switchgear construction: arc-resistant design, fully compartmentalised, IP4X external / IP2X internal protection.

Contract period: 36 months from award, with option to extend by mutual agreement. Successful bidder must complete and sign written contract form (MBD 7). Warranty: minimum 12 months after commissioning or 18 months after delivery, whichever occurs first. Factory test certificates to be submitted. Documentation package: general arrangement drawings, schematic/wiring diagrams, protection settings, test certificates, operation and maintenance manuals.
