Submit the written quotation by email to [email protected]. The quotation must be on official letterhead, duly signed, and include the CSD registration number and full CSD report. All SBD forms must be completed, signed, and returned with the quotation; failure to do so may result in disqualification. The quotation must indicate validity period and delivery date. Prices must be in South African Rand, inclusive of VAT and all costs such as delivery, insurance, and taxes. No price adjustments or amendments to delivery particulars will be considered. Goods/services will only be supplied upon receipt of a purchase order from the ARC. The ARC reserves the right to do due diligence and benchmark prices.

Evaluation uses the 80/20 preference point system as prescribed by the PPPFA, applicable to quotations with a rand value from R2,000 to below R50,000,000 (including VAT). The lowest acceptable price scores 80 points. Specific goals score up to 20 points: Ownership by HDIs (51%+) 6 points, Ownership by Women (51%+) 4 points, Ownership by Youth (51%+) 4 points, Ownership by PwD (51%+) 2 points, BEE Status Level 1-4 2 points, RDP Goals Promotion of SMMEs 2 points. Only bidders that claim specific goals will be considered for scoring on the 20 points. Bidders must submit proof/documentation to claim specific goals; failure to do so means no preference points are claimed.

Service 1: Identification of pure bacterial plate cultures through sequencing of the 16S rRNA gene (5 samples), including genomic DNA extraction, PCR amplification, full-service sequencing (bidirectional, no repeats), and a detailed report of results. Service 2: Bidirectional sequencing of PCR products (5 samples), including PCR clean-up and full-service sequencing (bidirectional, no repeats). Delivery/rendering of services at ARC Infruietc-Nietvoorbij, R44 Klapmuts Road, Stellenbosch.

SBD 6.1 (Preference Points Claim Form): Claims specific goals for preference points under the 80/20 system. SBD 4 (Bidder's Disclosure): Discloses any relationship with state employees or the procuring institution; false disclosure disqualifies the bid. B-BBEE: Bidders with BEE Status Level 1-4 can claim 2 points. Specific goals: Ownership by HDIs, Women, Youth, PwD (each 51%+) and promotion of SMMEs; proof required to claim points.

The supplier accepts full responsibility for proper execution and fulfilment of the goods/services. The ARC reserves the right to accept or reject any special terms and conditions. Fraudulent claims for preference points may lead to disqualification, recovery of costs, contract cancellation, restriction from doing business with the state for up to 10 years, and criminal prosecution.
