Submit one original completed tender document in a sealed envelope marked with tender number and description, plus a flash drive with electronic copy. Complete all entries in black ink; corrections by crossing out and initialling; no correction fluid, erasures or overwriting. Bids must be deposited in the official MAPSEZ bid box before closing; delivery to security or reception does not constitute valid submission. Tax compliance status PIN or tax clearance certificate is not mandatory at panel-establishment stage; MAPSEZ will verify tax compliance through CSD before award of each work package.

Stage 1 – Eligibility, Administrative Compliance and Responsiveness (Pass/Fail): active CIDB registration in Civil Engineering (CE) class at grade 1CE, 2CE or 3CE at bid closing date; registration on National Treasury Central Supplier Database (CSD) and submission of valid CSD supplier registration report; not restricted from doing business with the State or MAPSEZ; full completion of official MAPSEZ bid document in black ink with all sections, forms, schedules and declarations signed; submission of all mandatory and administrative returnable documents; submission of resolution of authority of signatory; bid signed by duly authorised representative; for JV/Consortium, signed JV/Consortium Agreement and all applicable supporting documentation. Failure to meet any mandatory requirement results in disqualification. Stage 2 – Functionality: evaluated per criteria, evidence requirements, weightings and minimum qualifying score applicable to the CIDB grade applied for (1CE, 2CE or 3CE). Tenderers not achieving the minimum functionality threshold will not be admitted to the panel. Bids that pass Stages 1 and 2 are evaluated under the 80/20 preference point system: price 80 points, development goals 20 points. No total panel price is submitted at panel-admission stage; pricing is requested and evaluated per work package.

Appointment of a panel of suitably qualified and CIDB-registered Civil Engineering contractors in grades 1CE to 3CE, on an 'as and when required' basis, for a period of three (03) years. Works include civil engineering construction, repairs, maintenance, minor alterations and related works at MAPSEZ, including dredging, earthworks, geotechnical processes, township services, water treatment and supply, sewerage works, sanitation, soil conservation, irrigation, stormwater and drainage, coastal works, ports, harbours, airports, pipelines and other associated works within the CIDB Civil Engineering (CE) class. Site located at Maluti-a-Phofung Special Economic Zone, Tshiame, Harrismith, South Africa. Work packages may include electrical infrastructure construction, repairs, maintenance and minor alterations within MAPSEZ facilities. Appointment to the panel does not guarantee any work or minimum contract value. Work packages issued subject to contractor's applicable CIDB grading and tender-value limit. Grade 1 bidders must submit CV of proposed Site Manager/Key Person with certified proof of minimum diploma in a relevant civil engineering discipline.

No total panel price is required at panel-admission stage. Pricing will only be requested and evaluated when MAPSEZ issues an individual work-package RFQ/tender. No bond, guarantee or insurance requirements are stated for panel admission. Tax compliance status PIN or tax clearance certificate is not mandatory at panel-establishment stage; MAPSEZ will verify tax compliance through CSD before award of each work package.

Bidders must hold active CIDB registration in Civil Engineering (CE) class at grade 1CE, 2CE or 3CE at bid closing date and maintain it throughout evaluation and appointment. Must be registered on National Treasury Central Supplier Database (CSD). Must not be restricted from doing business with the State or MAPSEZ. Must submit certified copies of directors'/members' ID documents (certification not older than six months). Must submit SBD 4 – Bidder's Disclosure. Must submit authority to sign (resolution of board or other acceptable authority). JV/Consortium bidders must submit signed JV/Consortium Agreement and all applicable supporting documents for each member, including CSD, CIDB, B-BBEE, company registration, authority to sign. Failure to disclose all CSD-registered active companies linked to all directors leads to disqualification. Bidders listed in the Register for Tender Defaulters or List of Restricted Suppliers are automatically disqualified. Bidders must not be in the service of the state, and no director, manager, principal shareholder or stakeholder may be in the service of the state. Bidders must not have abused MAPSEZ's Supply Chain Management System. Bids must be submitted on official MAPSEZ documentation only. No two-envelope system. Telegraphic, telephonic, facsimile, electronic and late submissions not accepted.
