Bids must be submitted in a sealed envelope clearly marked with the tender description and reference number (MAPW RFQ 013/2026/27).

• Returnable documents: completed MBD 1 (Invitation to Bid), MBD 2 (Tax Clearance Certificate), MBD 3.1 (Pricing Schedule – Firm Prices), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), plus company registration certificate, CSD summary report, SARS tax pin, municipal rates clearance form or proof of no arrears, and company profile.

Evaluation uses the 80/20 preferential points system under the PPPFA (Revised 2022).

• Specific goals: 20 points, allocated as follows:
• At least 50% HDI ownership: 5 points.
• At least 50% Youth ownership: 5 points.
• At least 50% Woman ownership: 4 points.
• Locality: Maluti-a-Phofung 6 points, Thabo Mofutsanyana 4 points, Free State 2 points, Outside Free State 0 points.
• Total for price and specific goals must not exceed 100 points.
• B-BBEE certificate required to claim specific goal points.

Supply and delivery of mechanical maintenance equipment, quantities as follows:

• M16 bolts, nuts and washers: 100 each.
• M20 bolts, nuts and washers: 100 each.
• M12 bolts, nuts and washers: 100 each.
• M10 rawbolts: 50.
• M12 rawbolts: 50.
• M16 rawbolts: 50.
• M20 rawbolts: 50.
• High speed bearing grease 20KG: 2.
• Hydraulic grease gun: 2.

The 80/20 preferential points allocation system will be applied in line with the revised Procurement Regulations of 2022, using the balanced scorecard methodology.

Bidders must submit a company registration certificate reflecting active members (except sole traders and partnerships), a CSD summary report, and a company profile. For JVs, all parties must be CSD registered.

Pricing must be submitted on MBD 3.1 (Pricing Schedule – Firm Prices). Only firm prices will be accepted. Prices must be valid for at least 30 days and indicate whether VAT inclusive or exclusive. Delivery period must be stated.

• For consortia/JVs/sub-contractors, each party must submit separate tax compliance status certificate/pin/CSD number.
• B-BBEE certificate required to claim preference points.
• MBD 2 (Tax Clearance Certificate) – original valid certificate must be submitted; certified copies not acceptable.
• MBD 4 (Declaration of Interest) – discloses any connection to persons in the service of the state.

• Prices must be firm; non-firm prices (including those subject to exchange rate variations) will not be considered.

Evaluation is based on 80 points for price and 20 points for specific goals. Specific goals: HDI ownership (5 points), youth ownership (5 points), woman ownership (4 points), and locality (6 points for Maluti-a-Phofung, 4 for Thabo Mofutsanyana, 2 for Free State, 0 outside).
