Evaluation and preference points: the 80/20 system applies under the Preferential Procurement Regulations 2022, with 80 points for price and 20 points for specific goals; the specific-goal points are forfeited if the required proof is not submitted with the bid, and the department may call for substantiation before or after adjudication.
Pricing and validity: only firm prices are accepted (non-firm prices, including those subject to exchange rate variation, are excluded), rates adjust in line with the National Minimum Wage Act once gazetted, a separate pricing schedule is required for each delivery point where these affect pricing, and the offer must remain valid for 120 days from the closing date.
Security and insurance: the successful bidder must furnish performance security within 30 days of notification of award in the amount stated in the Special Conditions of Contract, and must hold professional indemnity insurance with a minimum cover of R10 million on appointment by the Head of Department.
Disqualifying omissions: bids from persons in the service of the state, or from companies or close corporations whose directors or members are in the service of the state, are not considered; bidders on the Register for Tender Defaulters or the List of Restricted Suppliers are automatically disqualified; and forms may not be retyped, correction fluid is prohibited, alterations must be initialled, and bidding documents must not be packed with samples.
