Electrical work must be done by registered electrical contractor. Must provide proof of manufacturer authorization for equipment.

Project Scope:

• Turnkey installation of a 15-kL sectional steel water storage tank in the Johannesburg City Hall basement.
• Includes: Design (if required), supply, delivery, installation, testing, and commissioning.
• System components: 15,000L tank (max 2.0m height), support structure (precast concrete/steel), water distribution (HDPE pipework), booster pump set (duty/standby with VSD), and electrical works.
• Deliverables: Electrical COC, Pressure Test Certificate, Water Tightness Certificate, Commissioning Certificate, Pump Test Report, Manufacturer’s Warranty, As-built drawings, O&M Manuals, and staff training.
• Compliance: SANS 241, SANS 10252, National Building Regulations, OHS Act, and Municipal By-laws.

Required Experience/Documentation:

• Two (2) reference letters for similar completed projects involving the design, supply, installation, and commissioning of Public Address (PA), Voice Evacuation, and/or Fire Detection and Alarm Systems.

Quality and Handover Requirements:

• Testing: Must perform pressure testing, leak testing, flushing, tank disinfection, pump testing, functional testing, and system balancing.
• Documentation: Handover must include Electrical COC, Pressure Test Certificate, Water Tightness Certificate, Commissioning Certificate, Pump Test Report, Manufacturer’s Warranty, As-built drawings, and O&M Manuals.

Pricing Details:

• Bidders must provide a ceiling price including all expenses and taxes.
• Rates must be quoted for persons/positions (hourly/daily) and per phase.
• Travel and other expenses must be supported by certified invoices.

Financial Terms:

• Pricing Format: Use SBD 3.3 Pricing Schedule (Bill of Quantities).
• Validity: Offers must be valid for 7 days from the closing date.
• Pricing Basis: All prices must include all applicable taxes (VAT, PAYE, etc.).
• Expenses: Travel and other expenses must be supported by certified invoices.

Mandatory Compliance:

• CIDB Registration: 2SO or 2ME or higher.

Health and Safety Requirements:

• Prepare a site-specific Health and Safety File.
• Provide necessary PPE for all personnel.
• Protect existing occupants and services.
• Daily removal of construction debris and reinstatement of disturbed areas.

Contractual Terms:

• Completion: Works must be completed within 30 calendar days from the date of site handover.
• Defects Liability: 12-month workmanship defects liability period.
• Warranties: Manufacturer’s warranty required on the tank and all major equipment.

Mandatory CIDB Requirement:

• The bidder must be registered with the CIDB in class 2SO or higher, or 2ME or higher.

The RFQ follows a two-stage evaluation:
