• Scope: Provision of Security Services at the Departmental Offices in the Uthukela District.
• Contract Period: Thirty-Six (36) Months.
• The department reserves the right to inspect the bidder's premises and services at any reasonable time to verify quality and compliance.
• All pre-bidding testing costs are borne by the bidder.

• The department reserves the right to conduct site inspections, product evaluations, or explanatory meetings to verify the nature and quality of services offered.
• If inspection is a bid condition, the bidder's premises must be open for inspection at all reasonable hours.
• Costs for inspections, tests, and analyses are borne by the purchaser if supplies comply, and by the supplier if they do not comply.
• Non-compliant supplies or services may be rejected and must be replaced at the supplier's cost and risk.

• Complete the pricing schedule (Part C) with your total bid price in RSA currency, including all applicable taxes.
• The offer must be valid for 180 days from the closing date.
• For professional services, provide a ceiling price, detailed rates for personnel, and a breakdown of travel expenses (actual costs only with proof).
• Indicate whether quoted rates are firm for the full contract period.

• Submit a firm price bid. Non-firm prices (including those subject to exchange rate variations) will not be considered.
• The bid price must be valid for 180 days from the closing date (11 August 2026).
• All applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) must be included in the total bid price.
• Pricing schedules must be completed as per the provided forms (SBD 3.1 for firm prices).
• For professional services, provide a ceiling price, hourly/daily rates for personnel, and details of travel expenses (only actual costs recoverable with proof).
• All delivery costs must be included in the bid price.

• Mandatory Central Supplier Database (CSD) registration: You must be registered on the CSD (www.csd.gov.za) by the bid closing time, or you will be disqualified.
• Tax Compliance: Provide your SARS Tax Compliance Status PIN or a printed TCS certificate. If no PIN, provide your CSD number.
• For consortia/joint ventures/subcontractors, each party must submit separate TCS/PIN/CSD documentation.
• B-BBEE: Submit a B-BBEE Status Level Verification Certificate or a sworn affidavit (for EMEs & QSEs) to qualify for preference points.
• Persons in the service of the state, or companies with directors who are state employees, are not eligible to bid.
• Complete and sign the Declaration that CSD information is correct and up to date (Section C).

• The successful bidder must sign a written contract form (SBD 7).
• The contract includes General Conditions of Contract (GCC) and any applicable Special Conditions of Contract (SCC).
• The supplier warrants that goods/services are new, unused, and free from defects.
• A standard warranty period applies: 12 months after delivery and acceptance, or 18 months after shipment, whichever is earlier (unless SCC specifies otherwise).
• The purchaser may require performance security (e.g., bank guarantee) within 30 days of award.
• The supplier must obtain prior written consent before disclosing any contract details or using purchaser-provided information.
• The purchaser reserves the right to inspect the supplier's records and have them audited.
