The city of tshwane requires a professional engineering service provider to compile the technical reports needed to unblock stalled town-planning subdivision applications on six city-owned properties. The scope covers civil services reports, geotechnical and geological investigations, and route determination reports, each produced by an ecsa-registered professional engineer in the relevant discipline. The appointment runs for six months from signature of the service level agreement, with fees priced on the ecsa manual guideline of professional fees. Bidders must score at least 70 out of 100 on functionality and submit online through the e-tender portal by 12 november 2026 at 10:00; NO briefing session applies.
Closing and submission: 12 November 2026 at 10:00, submitted online through the City of Tshwane e-tender portal only — tender box deposits are not accepted and late bids are rejected. Quotations remain valid for 90 days. No compulsory briefing session applies.
Contract timeline: six months from the last date of signature of the contract or Service Level Agreement, with the inception meeting and site visits within 1 month, draft reports within 3 months, final reports within 5 months and close-out within 6 months.
Mandatory ECSA registration: a certified, valid and in-good-standing ECSA Pr Eng registration certificate for every engineer responsible for the work — transportation or civil engineering for the Route Determination Report, geotechnical engineering for the Geotechnical Report, and civil engineering for the Civil Services Report. One engineer covering several categories requires written justification of competence in each discipline. Failure to meet this disqualifies the bid.
Functionality threshold: minimum 70 out of 100, scored across four 25-point criteria — company experience, relevant project experience (completion certificates or reference letters), professional team expertise, and methodology and project approach. Bids below 70 are not evaluated further.
Preference points (80/20): 80 points for price and 20 for specific goals. B-BBEE level 1 scores 8 points, decreasing to 1 point at level 8 and 0 for non-compliant; EME/QSE, 51% women-owned, 51% disability-owned and 51% youth-owned each score 2 points; local economic participation scores 4 points for City of Tshwane, 2 for Gauteng and 1 for National. Supporting proof must be submitted or the points score zero.
Pricing: every line of the six-item pricing schedule must be priced — an incomplete schedule disqualifies the bid. Fees must follow the ECSA Manual Guideline of Professional Fees with a breakdown of how they were calculated, plus VAT at 15%. The City may increase or decrease quantities subject to budget availability.
Compliance documents and disqualification risks: valid CSD registration and number, tax compliance status PIN, municipal account statements not older than 3 months and not in arrears beyond 90 days for the bidder and all South African-based owners, members, directors or major shareholders, B-BBEE certificate or sworn affidavit, CIPC registration, and audited financial statements for the most recent three years or proof that auditing is not legally required. Unsigned or blank MBD forms, correction fluid or uninitialled price corrections, and failure to declare interests on MBD 4 will disqualify the bid.
