The city of tshwane requires a once-off property market dataset and analytical report covering the office, retail and industrial property markets within the metro, supplied with full access to the underlying data. The dataset must cover the entire city of tshwane at node or suburb level, include the latest available reporting period plus at least five years of historical data where available, and be delivered in clean, analysis-ready excel (xlsx) with metadata. The accompanying report must analyse vacancy, rental, supply and demand trends to support the municipal spatial development framework review, land use management and economic development planning. The most consequential consideration is that the raw underlying dataset, written confirmation of its supply, a methodology document and a sample dataset are all mandatory — failure on any of them disqualifies the bid, as does missing the 10:00 online closing on 10 november 2026.
Closing and submission: bids close at 10:00 on 10 November 2026 and must be submitted online through the City of Tshwane e-tender portal — tender box deposits are not accepted, late bids are rejected, and the quotation remains valid for 90 days after closing. No compulsory briefing session applies.
Registration, tax and municipal accounts: a valid CSD registration number and a SARS tax compliance status PIN (or CSD record showing compliant tax status) are compulsory, and tax status must be compliant before award. The bidding company and all South African based owners, members, directors and major shareholders must provide a municipal account statement not older than three months and not in arrears for more than 90 days, or a signed lease agreement, or a councillor's letter for informal settlement or rural bidders.
Mandatory experience: at least five years' experience in commercial property market research, property market intelligence or property market analytics, evidenced by a company profile, plus a minimum of three contactable reference letters for similar projects involving property market datasets and analytical reporting. Failure to submit the evidence disqualifies the bid.
Mandatory raw data, coverage and time series: written confirmation that the City receives the full underlying dataset in Excel (xlsx) with unrestricted internal use and metadata describing the variables, that it covers the entire City of Tshwane at node or suburb level, and that it includes the latest available reporting period plus at least five years of historical data where available. Failure to confirm any of these disqualifies the bid.
Mandatory methodology and sample: a methodology document of no more than 20 pages covering data collection, quality assurance, update frequency and dataset limitations, plus a sample dataset of approximately 10–20 anonymised records with map(s) showing data structure, field names, geographic reference and level of detail. Failure to submit either disqualifies the bid.
Pricing schedule: all six lump-sum items must be quoted — office, retail and industrial datasets (3030257, 3030258, 3030259), data processing and quality assurance (3030260), analytical report (3030266) and finalisation of deliverables (3030267) — showing subtotal excluding VAT, 15% VAT and total including VAT. An incomplete pricing schedule, corrections without a signature or initial, or the use of Tippex or correction fluid disqualifies the bid or repudiates the quotation.
Preference points (80/20): 80 points for price and 20 for specific goals. B-BBEE Level 1 scores 8 points, Level 2 = 7, Level 3 = 6, Level 4 = 5, Level 5 = 4, Level 6 = 3, Level 7 = 2, Level 8 = 1 and non-compliant = 0; EME and/or QSE 2 points; at least 51% women-owned 2 points; at least 51% owned by people with disability 2 points; at least 51% youth-owned 2 points; local economic participation 4 points for City of Tshwane, 2 for Gauteng and 1 for national. Claims without the required supporting proof score zero points.

The City of Tshwane requires reliable, current property market intelligence to support its Municipal Spatial Development Framework review and implementation, land use management and development control, and economic development planning and policy.
Industry reports give high-level insight into office, retail and industrial property performance but do not give access to the underlying data needed for detailed internal analysis. The City therefore wants a once-off dataset and analytical report of comparable scope and quality to industry-standard publications, but with full access to the underlying data.
The output must let the City analyse market performance and trends, support evidence-based planning and policy decisions, and monitor economic activity in the built environment.
Scope covers the office, retail and industrial property markets across the City of Tshwane, at node or suburb level, with the latest available reporting period and at least five years of historical data where available.
