To appoint the service provider to provide main line jetting service

Bidders must not be listed on the Register for Tender Defaulters or List of Restricted Suppliers. Must disclose any conflicts of interest including state employment, relationships with procuring institution staff, and interests in related enterprises. Must certify independent bidding without consultation with competitors. Must not have been involved in drafting the tender specifications.

The bidder must complete the SBD4 declaration form. Key requirements:

• Any person (natural or juristic) may bid.
• Bidders listed on the Register for Tender Defaulters or List of Restricted Suppliers are automatically disqualified.
• The bidder must disclose:
• Whether the bidder or any person with a controlling interest is employed by the state, and provide particulars if yes.
• Any relationship with persons employed by the procuring institution, and provide particulars if yes.
• Any interest in any other related enterprise, whether bidding or not, and provide particulars if yes.
• The bidder must certify the declaration is true and complete. A false declaration may result in bid rejection or action under PFMA SCM Instruction /22.

The bidder must declare no collusive arrangements with competitors regarding quality, quantity, specifications, prices, market allocation, or submission decisions.

• The project is to appoint a service provider for main line jetting services, as per the attached Terms of Reference.

• Closing date for quotation submission: 05 August 2026 at 11:00 am.
• Compulsory site visit: 30 July 2026 at 11:00 am at QCTO Offices. Failure to attend will disqualify your bid.

• The scope is to provide main line jetting services, as detailed in the attached Terms of Reference.
• To be considered responsive, your quotation must be fully completed, signed, and submitted by the closing date.
• You must submit an itemised quotation specifying any exclusions.
• A compulsory site visit is required on 30 July 2026 at QCTO Offices; non-attendance leads to disqualification.

• Quotations must be itemised and inclusive of VAT for VAT-registered suppliers.
• A bank confirmation letter is required as part of the submission.

• Submit a recent CSD report (ensure tax status is checked).
• Provide a valid B-BBEE certificate or a sworn affidavit.
• Duly completed SBD forms are required.
• A bank confirmation letter is mandatory.

• Quotation must be properly received by the closing date, fully completed and signed.
• Submit an itemised quotation with specific mention of any exclusions.
• Quotations must be inclusive of VAT for VAT-registered suppliers.

All companies/firms are eligible to tender, but preference points are awarded based on specific goals: ownership by Black persons (≥50%), Youth (≥50%), and Women (≥50%) each yield 5 points. Being located within Gauteng province yields 5 points. The company must be registered and provide its registration number.

You must complete and submit the SBD 6.1 Preference Points Claim Form as part of your tender.

• Provide your company/firm name and registration number.
• Indicate your company type (Partnership/Joint Venture/Consortium, One-person business, Close corporation, Public Company, Personal Liability Company, (Pty) Limited, Non-Profit Company, or State Owned Company).
• Claim points for Specific Goals by submitting proof: BBBEE certificate, affidavit, ID copy, CSD report, or medical report/letter for disability.
• Specific Goals include: Black ownership (5 points if >50%), Youth ownership (5 points if >50%), Women ownership (5 points if >50%), and Locality/Province (5 points if within Gauteng).
• If you fail to submit required proof, you will not receive preference points for Specific Goals.
• The organ of state may verify your claims and can take action for fraudulent claims, including disqualification, contract cancellation, cost recovery, restriction from state business for up to 10 years, and criminal prosecution.

Specific Goals for B-BBEE and other preferences are claimed on the SBD 6.1 form.

• Points are allocated for: Black ownership (5 points if >50%), Youth ownership (5 points if >50%), Women ownership (5 points if >50%), and Locality/Province (5 points if within Gauteng). Total possible points: 20.
• You must submit proof: BBBEE certificate, affidavit, ID copy, CSD report, or medical report/letter for disability.
• If it is unclear whether the 80/20 or 90/10 system applies, the organ of state must indicate points for both systems.
• For income-generating contracts, the highest acceptable tender determines the system; for other tenders, the lowest acceptable tender determines the system.

You must declare company details and acknowledge terms on the SBD 6.1 form.

• Provide company/firm name and registration number.
• Indicate company type (Partnership/Joint Venture/Consortium, One-person business, Close corporation, Public Company, Personal Liability Company, (Pty) Limited, Non-Profit Company, or State Owned Company).
• A duly authorised person must certify that: the information is true and correct; preference points claimed comply with General Conditions; and if awarded, you may be required to furnish documentary proof.
• If claims are fraudulent or contract conditions are not fulfilled, the organ of state may: disqualify you from the tender; recover costs/losses/damages; cancel the contract; recommend restriction from state business for up to 10 years; and forward for criminal prosecution.

The evaluation uses a preference point system. Points are awarded for Price and Specific Goals. The total points for Price and Specific Goals is 100.

• Two systems may apply: the 80/20 system for contracts up to R50 million, or the 90/10 system for contracts above R50 million. The tender document states options: either the 90/10 system, the 80/20 system, or that the applicable system will be determined after tenders are received (using the lowest acceptable tender for standard tenders, or the highest for income-generating contracts).
• Price points are calculated using a formula where Ps = 80(1 - (Pt - Pmin)/Pmin) for the 80/20 system, or Ps = 90(1 - (Pt - Pmin)/Pmin) for the 90/10 system, where Pt is your tender price and Pmin is the lowest acceptable tender price.
• For disposal or leasing of state assets and income-generating contracts, a different formula applies: Ps = 80(1 + (Pt - Pmax)/Pmax) or Ps = 90(1 + (Pt - Pmax)/Pmax), where Pmax is the highest acceptable tender price.
• Specific Goals points (up to 20 points) are claimed for: Black ownership (5 points if >50%), Youth ownership (5 points if >50%), Women ownership (5 points if >50%), and Locality/Province (5 points if within Gauteng).
• You must submit proof (BBBEE certificate, affidavit, ID copy, CSD report, medical report for disability) to claim Specific Goals points. Failure to submit required proof means no points are awarded.
• The organ of state reserves the right to verify any claims at any time.
