Technical evaluation criteria (70% threshold): 1) Project Plan/Methodology (35% weighting), 2) Company experience in RIA/energy efficiency research (25%), 3) Team Leader qualification (10%), 4) Team Leader experience in relevant fields (10%), 5) Availability of technical specialists (10%), 6) Reference letters (10%). The team leader requires a relevant postgraduate degree (preferred) or equivalent. The company must demonstrate 3+ similar projects for maximum points. Compliance with SANEDI's procurement terms and conditions is mandatory.

The appointed service provider will be required to undertake the following activities:

3.1 Inception Phase

• Conduct a project inception meeting with SANEDI and relevant stakeholders.

• Review all available background documentation related to VC9008 and the S&L Programme.

• Develop and submit an Inception Report detailing:

o proposed project plan and methodology;

o stakeholder engagement approach;

o data collection tools;

o project work plan;

o timelines and milestones;

o risk management approach.

3.2 Data Collection and Stakeholder Engagement

The service provider collects both quantitative and qualitative data relevant to the implementation of

VC9008 for household refrigerators and combination fridge-freezers between 2020 and 2025.

Activities shall include:

• Review of SANEDI programme records and NRCS Letters of Authority (LoA) data.
• Review of market surveillance and compliance information.
• Collection and analysis of:

o appliance sales data;

o product performance data;

o energy efficiency class data;

o import and export data;

o consumer and industry trends.

• Conduct stakeholder consultations with:

o manufacturers;

o importers;

o retailers;

o industry associations;

o testing laboratories;

o government stakeholders; and

o selected consumers.

Conduct surveys, interviews and/or focus group discussions where necessary

3.3 Data Analysis and Impact Assessment

The service provider shall analyze collected data to assess:

a) Energy and Environmental Impacts

• Energy savings are attributable to VC9008 implementation.
• Estimated electricity cost savings.
• Greenhouse gas emission reductions associated with electricity savings and refrigerant impacts.

b) Market Transformation Impacts

• Changes in appliance efficiency classes and product offerings.
• Uptake of energy-efficient refrigeration appliances.
• Technology and innovation trends within the market.

c) Socio-economic Impacts

• Employment impacts across the value chain.
• Participation and opportunities for SMMEs.
• Consumer affordability and awareness impacts.

d) Regulatory and Compliance Assessment

• Compliance trends and enforcement effectiveness.
• Key implementation challenges and barriers.
• Regulatory gaps and unintended consequences.

e) Counterfactual Assessment

• Develop a comparative scenario illustrating likely market and energy outcomes in the absence of

VC9008 implementation.

3.4 Reporting

The service provider shall prepare and submit:

• Inception Report.
• Data Collection and Stakeholder Engagement Report.
• Draft Ex-post RIA Report.
• Final Ex-post RIA Report incorporating SANEDI comments.
• Executive Summary and Policy Brief.

The reports must include:

• methodology and assumptions;

• data sources;

• charts, graphs and visual analysis;

• findings and interpretation;

• conclusions and recommendations.

3.5 Stakeholder Presentation

• Present draft and final findings to SANEDI and relevant stakeholders.
• Incorporate stakeholder comments into the final report.

3.6 Handover Requirements

All raw datasets, survey tools, interview records, models, calculations, and supporting documents

developed during the project shall be submitted to SANEDI upon project completion.

3.7 Proposed Data Collection Methods

The study should primarily utilize existing programme, regulatory and market data available from SANEDI,

NRCS and relevant stakeholders, supplemented by targeted stakeholder engagements and limited primary

data collection where necessary.

3.8 Confidentiality

The appointed service provider should treat all information and data received during the assignment as

confidential and shall not disclose such information without prior written approval from SANEDI.

3.9 Intellectual Property

All reports, datasets, models, and supporting materials developed during the project shall remain the

property of SANEDI.
