TRANSNET engineering requires the design, supply, delivery, installation, testing and commissioning of a 500 kva backup/standby generator set with an automatic changeover switch at the durban main centre, for a contract period of six months. Bidders must attend a compulsory clarification meeting and site walk, hold a CIDB grading of 3eb or higher, and achieve a minimum functionality score of 85 points to proceed to the 80/20 price and preference evaluation. The most consequential consideration is that failure to attend the compulsory briefing or to meet the mandatory certification and specification compliance requirements will result in disqualification.
Compulsory briefing: Attend the Tender Clarification Meeting and site walk on 28 October 2026 at 10:00 at Transnet Engineering, Durban, 311 Solomon Mahlangu Drive, Bayhead. Bring the Certificate of Attendance (T2.2-01) for the Employer's Representative to sign; failure to attend disqualifies the bid.
CIDB grading: Hold a CIDB contractor grading designation of 3EB or higher (or be capable of registration before evaluation). Joint ventures must have all members CIDB registered, the lead partner at least one level below the required grading, and a combined grading meeting the requirement, with a certified JV agreement.
Mandatory key personnel: Name an Installation Electrician with a trade test certificate and valid wireman licence/registration, and a Health and Safety Officer with a valid OHS/Environmental, SAMTRAC or SAQA-aligned certificate. Both must appear in the organogram and be evaluated under Stage 2.
Functionality threshold: Achieve a minimum of 85 points out of 100 on functionality (Execution Methodology 25, Project Programme 25, Key Personnel Experience 25, Company Experience 25). Bidders below 85 are disqualified.
Mandatory documents: Submit with the tender a valid SARS Tax Clearance Certificate and TCS PIN, a valid B-BBEE certificate (SANAS-accredited) or sworn affidavit, a valid CIDB certificate, proof of CSD registration, and a Letter of Good Standing with the Workmen's Compensation Fund.
Closing and submission: Submit electronically via the Transnet e-Tender Submission Portal (https://transnetetenders.azurewebsites.net) by 13 November 2026 at 15:00. Upload at least a day early; late submissions are not accepted. No telephonic, fax, email or alternative offers.
Preference points: Claim up to 20 points for specific goals: B-BBEE Level 1 or 2 (5 points), 30% Black women owned (5), 50% Black youth owned (5), People with Disabilities (5). Provide the required evidence; non-compliant or Level 3–8 bidders score 0 for these goals.
