Evaluation in three phases:

Phase 1 – Administrative: proof of CSD registration or SARS PIN, and all returnable forms completed and signed. Missing information may end the evaluation.

Phase 2 – Compliance with specifications: quotations quoting on fewer items or quantities than requested are invalid. Only compliant proposals proceed.

Phase 3 – Price and specific goals (80/20 system):

• Price: 80 points. Prices must be inclusive of all applicable taxes (including VAT).
• Specific goals: 20 points.
• Black ownership 51% or more: 10 points; less than 51% scores 0. Proof: CSD report, CIPC registration, B-BBEE certificate, or affidavit.
• Women ownership more than 51%: 10 points; 51% or less scores 0. Proof: ID copies of directors, CSD report, B-BBEE certificate, or affidavit.
• SBD 6.1 must be submitted to claim specific goals points; otherwise zero for that component.

Tax compliance of the recommended bidder is verified on CSD or SARS eFiling before award; non-compliance may lead to disqualification per National Treasury Instruction.

Trade & Investment KwaZulu-Natal (TIKZN), a Schedule 3C public entity, requires a service provider to conduct verification and suitability checks for new recruits as part of its recruitment and selection process.

Verification checks required:

• National Matric qualification: 10 positions.
• National tertiary qualification: quantity not specified.
• Criminal checks (standard): quantity not specified.
• Psychometric testing (for middle to executive managerial positions): applicable to 5 positions only.

Contract period: 18 months. A successful service provider will sign a service level agreement (SLA) with TIKZN.

The service provider must conduct the specified verification checks (matric, tertiary, criminal, psychometric) as part of the recruitment process. A successful bidder signs an SLA with TIKZN, which will govern service quality and delivery.

CSD registration: proof of registration on the Central Supplier Database (CSD) or a SARS PIN must be submitted.

Tax compliance: tax matters of the recommended bidder are verified on CSD or SARS eFiling before award; non-compliance may disqualify.

State employment: bids from persons in the service of the state, or companies with directors who are in the service of the state, will not be considered.

B-BBEE: specific goals points are claimed via SBD 6.1; proof of black ownership (CSD report, CIPC registration, B-BBEE certificate, or affidavit) and women ownership (ID copies of directors, CSD report, B-BBEE certificate, or affidavit) is required.

POPIA: consent form must be completed and signed.

No contract is formed until a formal contract, letter of award, or order form is prepared and executed. Quotations remain open for acceptance for 90 days from the closing date. The bidder bears all costs of preparing and submitting the quotation; TIKZN is not liable for any such costs regardless of the outcome.
