The trans-caledon tunnel authority (tcta) is seeking information from vendors on commercially available enterprise project controls and enterprise asset management (cmms) solutions to modernise its project delivery and asset management capabilities. The RFI covers two solution areas: an enterprise project controls solution (planning, scheduling, budgeting, cost control, forecasting, project finance, performance monitoring, portfolio visibility, reporting) and an enterprise asset management/cmms solution (asset register, work orders, preventive/corrective/predictive maintenance, spare parts, contractor management, compliance, kpis, mobile maintenance, barcode/gps identification). Vendors must respond to detailed functional requirements (pc01–pc09 and cm01–cm15), provide indicative itemised pricing, and submit all required returnables by the closing deadline. The most consequential consideration is that this is a market information-gathering exercise, not a formal bid, and submissions must be complete and compliant by 13 november 2026 at 11:00.
Closing: 13 November 2026 at 11:00, emailed to [email protected]; late or unreadable submissions will not be accepted.
Clarification deadline: 4 November 2026 at 11:00; all questions must be sent to [email protected] with the RFI number in the subject, at least five business days before closing.
No briefing session is scheduled (N/A).
Returnables (all required for assessment, all non-mandatory): technical solution description, functional responses to PC01–PC09 and CM01–CM15, company profile and key personnel accreditations, training approach, post-implementation support, indicative pricing, SBD 4, and a valid B-BBEE certificate from a SANAS-accredited agency (or sworn affidavit for EME/QSE meeting Annexure F minimum requirements; otherwise no preference points).
Pricing must be indicative, itemised, and inclusive of all costs, with separate columns for Project Controls and CMMS; include licensing (preferably SaaS), implementation, support, training, integration, optional modules, and customisation, plus VAT at 15%.
B-BBEE: QSEs not meeting level 1 or 51% black ownership must show compliance with all five scorecard categories and obtain a SANAS-accredited certificate; joint ventures must submit a consolidated certificate.
Disqualification risks: fraudulent information, unauthorised third-party IP, fronting (probity investigations; 14 days to prove non-fronting), conflicts of interest, bribery, and failure to submit requested annexures within 5 working days.

TCTA is seeking information on commercially available Enterprise Project Controls and Enterprise Asset Management (CMMS) solutions to modernise its capabilities. The RFI aims to understand solution capabilities, implementation approaches, and indicative pricing. TCTA prefers software as a service (SaaS) but will consider on-premises or hybrid options.
