Acsa requires a marketing agency to plan, produce and roll out a tier 2 festive-season food and beverage campaign across all nine airports, covering the campaign concept, execution, communication and installation of point-of-sale material — 60 ao frames, 95 tent cards, 95 ceiling hanging posters and 129 till wobblers, 379 units in total, split across three clusters. The campaign must lift retail sales by 4% on roi (2% organic, 2% commercial marketing), drive footfall and engagement among travellers and surrounding communities, and improve passenger information dissemination, measured on sales growth, engagement, footfall conversion and csat. Evaluation is staged: a signed sbd 3.3 Priced schedule first, then functionality out of 100 with a 60-point minimum, then price and preference on the 80/20 system. The decisive risks are the 13:00 email deadline on 09 november 2026, pricing strictly on the prescribed schedule, and the three signed client reference letters plus a matching proof-of-execution portfolio for campaigns completed within the last five years.
Closing and submission: bids close 09 November 2026 at 13:00 and go by email only to [email protected], split into at least four attachments of up to 4 MB each; late bids are rejected. No compulsory briefing or site inspection applies, and clarification questions close at 12:00 on 06 November 2026 with answers circulated to all invited bidders.
Evaluation stages: a completed and signed SBD 3.3 pricing schedule passes Stage 1, functionality is scored out of 100 with a minimum of 60 points to proceed, and price and preference then apply on the 80/20 split (80 points price, 20 points specific goals).
Experience evidence: three signed client reference letters on official letterhead for marketing campaigns completed within the last five years score 30 points, two references for campaigns completed three to four years ago score 20, and fewer than two qualifying references scores zero; each reference must name the client, describe the campaign, give the execution period and confirm successful completion.
Proof-of-execution portfolio: three fully executed campaigns matching the reference letters, covering concept, implementation, timelines, communication plan and post-campaign results such as ROI, footfall conversion, sales uplift or verified engagement uplift; AI-generated images, stock images and images not owned by the bidder are rejected and ACSA may verify the evidence.
Nine-airport capability: the resource plan must show the core team, key personnel, CVs, qualifications, roles and resource allocation plus regional offices, local partners or vetted subcontractors to service all nine airports (20 points); ACSA is a National Key Point and may subject bidders to security vetting, and will not contract with a bidder that fails it.
Pricing: price only on the prescribed SBD 3.3 schedule for 379 units — 60 AO frames, 95 tent cards, 95 ceiling hanging posters and 129 till wobblers — split across three clusters (ORTIA; BFIA, CTIA, Kimberley, Upington, George; KSIA, KPIA, CDSA); off-schedule pricing makes the bid liable for disqualification and prices must stay firm for 120 business days.
Mandatory returnables: SBD 3.3, SBD 4, SBD 6.1, the Declaration of Interest and Politically Exposed Persons form, the confidentiality and non-disclosure agreement, a B-BBEE certificate and scorecard or QSE/EME affidavit, a SARS tax PIN, the CSD report, the Certificate of Incorporation showing the ownership split and the VAT questionnaire; any omitted or unsigned mandatory document disqualifies the bid.
