Other requirements

• The service provider must be suitably qualified and accredited.
• The delivery period must be stated in weeks after receipt of the official order.

Bidders must submit a company profile demonstrating at least 5 years' experience, supported by reference letters.

Failure to supply any of the stipulated administrative documents may result in the quote not being considered.

Evaluation weighs the expertise, experience and technical proposal of the organisation and the individuals who will deliver the service, plus the organisational capacity behind the project team.

Pricing must cover the full service, including on-site hours, equipment and hardware, inclusive of VAT and applicable taxes.

Line items: 10km Sundowner (10), 5km Sundowner (2), 10km Hoka half (8), 21km Hoka half (3).

The Total Evaluated Bid Price is used to calculate price points under the 80/20 system, and only amounts captured on the schedule are considered.

Payment for a deliverable may be withheld until the project manager accepts it as complete.

Pricing

• Full cost for the service, including incidentals such as travel, on-site hours, equipment and hardware, inclusive of VAT and applicable taxes.
• Pricing schedule line items: 10km Sundowner (10), 5km Sundowner (2), 10km Hoka half (8), 21km Hoka half (3), each with unit price and total price, plus sub-total, VAT and total.
• A formal detailed quotation must accompany the proposal and include all applicable costs.
• Bidders must attach a breakdown of the assumptions, resource categories and rates used to prepare the pricing.
• Only amounts captured on the pricing schedule are considered for price points.
• No variation is permitted after award.
• Quote validity: 90 days from the bid closing date.

Payment

• Iziko may withhold payment for a deliverable until it is submitted and accepted as complete by the project manager.

CSD and tax

• Registration on the Central Supplier Database, with the supplier number and company details reflected on the CSD report.
• Valid compliant tax status at submission; the tax registration number must be pinned to the CSD report.

B-bbee

• Valid B-BBEE certificate or sworn affidavit required to determine the status level and to claim specific-goals points.
• Claimed points: 50% or more black ownership = 20; less than 50% = 10; 0% = 0.

Insurance

• Valid liability insurance cover.

Experience

• Company profile showing at least 5 years' experience, supported by reference letters.

Forms

• Bidder's Disclosure (SBD 4): discloses employment by an organ of state and interests in other CSD-registered enterprises; failure to disclose all linked active companies leads to disqualification.
• SBD 6.1 Preference Points Claim: claims the specific-goals points.
• Declaration: confirms no listing on the Register of Tender Defaulters, no fraud or corruption conviction in the last five years, and no conflict of interest.
• Signed RFQ document.
• Bidders listed on the Register for Tender Defaulters or the List of Restricted Suppliers are automatically disqualified.

The proposal and appended documentation together form the basis of an agreement to be negotiated and concluded in a formal contract between Iziko and the preferred service provider.

A mere offer and acceptance does not constitute a formal contract of any nature between Iziko and the preferred service provider.

• The lowest or only quote received is not necessarily accepted.
• Iziko and its Council may accept or reject any quote and may withdraw the request for these services at any time.
• Emailed RFQ documents are accepted, but the bidder is responsible for ensuring the complete email reaches Iziko by the due date and time.
• Any alteration to the bid document other than the bidder's details and the tender price automatically disqualifies the bidder.

A submission without the required supporting documentation is classified as non-responsive.

A bidder may be disqualified where:

• the bid document is not completed correctly or in full;
• the specification is not complied with;
• the bid is delivered or sent after the closing date and time;
• the supplier is not registered on the CSD;
• the supplier's tax status is non-compliant.

The RFQ document must be returned together with the supporting documents.

Proposals are scored on the 80/20 preference point system: 80 points for price and 20 points for specific goals, out of a maximum of 100 points.
