How will bids be evaluated?

RFQ will be evaluated in two stages 5.1. Stage one - Mandatory requirements Bidders must comply with and meet all the mandatory requirements referred to below. Bidders who do not meet any of the mandatory requirements listed below will be immediately disqualified. The bidder must submit a company profile, product brochure, or technical proposal that clearly demonstrates how the proposed solution complies 3. with the scope of work and the software functional requirements set out in Clauses 3.2 of the Terms of Reference. 5.1.1. Non-mandatory essential returnable documents Bidders are requested to submit the essential returnable documents with the bid document. • Land Bank reserves the right to request outstanding essential documents during the evaluation process and the bidder will be expected to provide such within a limited period (not more than 5 working days). • Failure to provide any outstanding information within the required timeframe will lead to a proposal being deemed non-responsive. Such information will be verified through Central Supply Database (CSD) or using SARS e-filing pin in National Treasury compliance with instruction note /2018 prior to the award of the bid. Miscellaneous The Bank reserves the right, in its sole and absolute discretion to amend these terms of reference as required from time to time. 3. Preference and Financial Evaluation 3.1. Price and Specific Goals This phase is the final stage in the evaluation process and only successful bidders that have passed stage one will be considered. In this phase only price and specific goals will be considered. To qualify for specific, a valid B-BBEE certificate needs to be submitted with this bid. As part of its renewable energy and energy efficiency financing mandate, the institution requires advanced energy modelling tool to assess technical feasibility, financial viability, and operational performance of energy systems deployed at farm level. Additionally, the software should support the design, modelling, simulation, and optimisation of solar PV and hybrid energy systems, including energy yield assessments, system sizing, financial modelling, and performance analysis to inform technical and financial evaluations of renewable energy projects. 2. Project Objective The objective of this procurement is to: • Acquire an energy modelling software solution capable of simulating distributed energy systems. • Enable least-cost system design and optimization under varying technical and financial assumptions. • Strengthen internal energy modelling capability within the Land Bank. • Support evaluation of renewable energy investments aligned with agricultural financing programs. • Build internal institutional capacity through structured training and technical support. The appointed service provider shall supply, implement, and support an energy modelling software solution including the following components: 3.1. Software Licensing The service provider shall provide: • Software licenses (perpetual and/or subscription options). • Minimum of one (1) user licenses. • License scalability options for future users. • Institutional licensing compliant with Land Bank IT governance requirements. 3.2. Software Functional Requirements The proposed software must demonstrate the following capabilities: a) Energy System Modelling • Simulation of distributed energy systems including: o Solar PV o Battery energy storage systems o Grid-connected and off-grid systems o Hybrid energy configurations • Load profile modelling and demand forecasting. • Energy dispatch optimization. b) Optimization & Scenario Analysis • Least-cost system optimization. • Sensitivity analysis under varying assumptions. • Scenario modelling (fuel prices, tariffs, policy incentives, carbon pricing). • Risk and uncertainty analysis. c) Financial Modelling • Life-cycle cost analysis. • Levelized Cost of Energy calculations. • Net Present Value and Internal Rate of Return. • Cash flow and tariff modelling. • CAPEX/OPEX analysis. d) Planning Capability • Short- and medium-term energy planning analysis. • Project feasibility assessment capability. e) Data Management & Interoperability • Import/export functionality (Excel, CSV, or equivalent). • Compatibility with standard data formats. • Report generation and export capability. f) Transparency & Documentation • Documented calculation methodologies. • Comprehensive user manuals. • Technical modelling assumptions clearly defined. 3.3. Software Installation and Configuration The service provider shall: • Install and configure the software on Land Bank workstations or network environment. • Ensure compatibility with existing IT infrastructure. • Provide configuration aligned with Land Bank modelling use cases. • Conduct system testing and validation. 3.4. Training and Capacity Building The provider shall deliver structured training including: • Basic user training. • Advanced modelling training. • Practical case-study demonstrations relevant to agricultural energy systems. • Training for a minimum of one (1) Land Bank staff member. Training deliverables must include: • Training manuals. • User guides. • Recorded sessions (where applicable). • Post-training competency support. 3.5. Maintenance and Technical Support The provider shall provide support for a minimum period of one (1) year, including: • Software updates and version upgrades. • Remote technical support. • First-line modelling assistance. • Bug fixes and license management support. • Response time not exceeding three (3) working days for technical issues.
