Failing any one of these means immediate disqualification.
Pricing: fixed, all-inclusive fee for each of the 12 listed deliverables, priced on successful completion and acceptance of the output rather than hours or days worked. Fees must cover professional fees, administration, travel, accommodation and disbursements, exclude VAT with VAT shown separately, remain firm for the contract and stay valid for 120 days; no price adjustments will be entertained.
Scoring and B-BBEE: the 80/20 system applies — 80 points for price and 20 points for specific goals, split as 10 points for at least 51% black ownership and 10 points for at least 51% black women ownership. A valid B-BBEE certificate from a SANAS accredited agency or a sworn affidavit, plus a fully completed SBD 6.1, must be submitted by bid closing or the specific goal points are forfeited.
Statutory compliance documents: CSD vendor registration, a valid SARS tax compliance status PIN with a valid tax clearance certificate (each consortium, joint venture or sub-contractor party separately), CIPC documents with certified IDs of directors or owners, trust deed and letter of authority where trusts hold shares, company ownership structure and share certificate, cancelled cheque or stamped bank letter, completed Vendor Accreditation Form, and supplier information and disclosure forms signed and stamped by a Commissioner of Oaths.
Conflict of interest and state employment: SBD 4 must be fully completed and answered; a declared or identified conflict of interest makes the bid non-responsive, and no bid is considered from persons in the service of the state or from companies or close corporations whose directors or members are. All CSD-registered active companies linked to directors must be disclosed or the bid is disqualified.
Risk screening and outstanding documents: the highest-ranked bidder is checked for tax compliance, CSD registration, listing on the Register of Tender Defaulters or List of Restricted Suppliers, misrepresentation, prior non-performance on Land Bank projects, fraud or corruption convictions, pending litigation and unduly high or low rates, with financial health assessed through receivable and payable turnover, liquidity and solvency ratios. Outstanding essential documents requested during evaluation must be supplied within 5 working days or the proposal is deemed non-responsive.
