Lejweleputswa district municipality, as implementing agent for the mig schedule 6b grant, seeks to appoint a consulting civil engineer to design and supervise the replacement of collapsed clay and asbestos cement sewer pipes in welkom, matjhabeng local municipality. The project, valued at approximately r11 million excluding VAT, covers about 1,190 m of new pipe, 14 house connections, and full ecsa stages 1 to 6 services including level 3 full-time site supervision. Bidders must pass a mandatory compliance stage, score at least 80 out of 100 on functionality, and compete on an 80/20 preference point system. The most consequential consideration is the strict functionality threshold requiring an ecsa-registered director, proven sewer project experience with both appointment and completion letters, and key personnel meeting specific qualifications.
Closing: Deposit one sealed original, endorsed with the tender number and title, into the LDM Tender Box at Corner Jan Hofmeyr and Tempest Road, Welkom, 9460 by Monday, 26 October 2026 at 12:00. Late, e-mailed or faxed submissions are rejected.
Mandatory compliance: Submit a CSD summary report (not older than 30 days), SARS TCS PIN or CSD tax status, completed and signed MBD 1, MBD 4, MBD 6.1, MBD 8 and MBD 9, Form of Offer and Acceptance (R1), fully priced Pricing Schedule (C2.2), proof of municipal account good standing (not in arrears > 90 days), authority for signatory (R2), and OHS Act Section 37(2) agreement (R16).
Functionality threshold: Score at least 80 out of 100. Points come from an ECSA-registered director (30), similar sewer project experience (50, 10 per project up to 5, each needing both an appointment letter dated on or after 26 October 2018 and a completion/reference letter), and key personnel (20).
Key personnel: Project Lead / Contracts Manager must have NQF Level 7 in Civil Engineering, 10 years' sewer experience and ECSA registration; Design Engineer must have NQF Level 7, 5 years' sewer experience and ECSA registration. Failing any single requirement scores zero for that role.
Specific goals (20 points): Black ownership (10 points) requires a valid B-BBEE certificate or sworn affidavit plus CSD ownership report; locality (10 points) requires a municipal rates account or lease agreement with the business address matching the CSD report. Points scale: 100% black ownership = 10, down to 1 point for 10–50%; Lejweleputswa District office = 10, Free State = 6, elsewhere in SA = 4.
One tender per company: Each company, including its directors and shareholders, may submit only one tender, either sole or as partner in one JV. Multiple submissions in any form automatically disqualify all such tenders.
Enquiries: Written enquiries only, by Monday, 19 October 2026 at 12:00. Technical: Mr. Brian Lehlekiso, [email protected]. SCM: Mr. Malemoha Macholo, (057) 108 5000, [email protected]. Addenda will be issued by Thursday, 22 October 2026 and must be acknowledged in R13.
