The appointment of a service provider for the provision of WAN services (internet services, security, migration of active directory services to the cloud) for twelve (12) months

Bids must be submitted on the official forms provided, not re-typed.

Returnable documents:

• SBD 1 (Invitation to Bid): all sections fully completed and signed.

Two-phase evaluation:

Phase 1 – Functionality: bids must score at least 75 out of 100 points to proceed. Bids below the threshold are automatically disqualified.

Phase 2 – Preference points: 80/20 system. 80 points for price, 20 points for specific goals.

Specific goals allocation:

• Black-owned company (51% to 100% black ownership): 8 points
• Women (51% to 100% black ownership): 4 points
• Youth (51% to 100% black ownership): 5 points
• Disability (51% to 100% black ownership): 3 points

The bidder with the highest total points is awarded the contract.

Scope of services:

• Migration of on-premises Active Directory to the private cloud.
• Provision, support, maintenance and management of SD-WAN services.
• Provision, support, maintenance and management of Internet services.
• Provision, support, maintenance and management of ICT Security (SD-WAN and Private Cloud).

Active Directory migration requirements:

• Servers must be upgraded to the latest version during migration.
• DC: Windows Server 2019 Standard (latest), 32 GB RAM, 200 GB storage, roles DNS and DHCP.
• Secondary DC: Windows Server 2019 Standard (latest), 32 GB RAM, 200 GB storage, roles DNS and DHCP.
• File server: Windows Server 2019 Standard (latest), 32 GB RAM, 1 TB storage.

SD-WAN / VoIP services:

• Configure SD-WAN.
• Host domain pseta.org.za and website www.pseta.org.za.
• Provide end-to-end VoIP telecommunication solution, port existing numbers, provide SIP trunking.
• Configure cloud-based PABX using Microsoft Teams (PSETA uses M365 A5 licenses).
• Configure soft-clients on end-user machines.
• Signed service level agreement with performance metrics.

Internet services:

• Provide, support and maintain a 200Mbps fibre internet break-out line.
• Provide secondary/redundant internet access at 100Mbps (Microwave/LTE/Wireless).
• Provide monitoring tool for availability and utilisation.
• Guarantee 98% uptime; penalties apply if target not met.
• Administer and maintain PSETA's domain name services and facilitate move from incumbent provider.

ICT security services:

• Implement, support, maintain and manage firewall services including malware and spyware protection, tunnelling and encryption, and Intruder Prevention System.
• Implement, support, maintain and manage centralised highly available Next Generation Firewalls (NGFW) with failover capabilities.
• Firewall service must be 99% available.
• Proactively monitor and report on security breaches/incidents and implement preventative measures.
• Regularly review security configurations and make recommendations.
• Security services must include web filtering.

Competency and expertise requirements:

• Provide a dedicated Project Manager and Project Co-ordinator or Administrator with relevant experience.
• Propose how Remote Support will increase efficiency.
• Technicians/engineers must arrive on site with required parts/spares for each site-attendance call.
• Incidents resolved through workarounds must be fully resolved within 20 days.
• Perform capacity management on all WAN links and provide an updated Capacity Plan quarterly.
• Perform quarterly health checks on all technologies.
• Maintain an Infrastructure-related Risk Register and communicate risks to PSETA.
• Manage and report on availability of all platforms.
• Minimal or no downtime during office hours (weekdays 07h00–17h00) during service takeover.
• Manage transfer of services and liaise with the current service provider.
• Provide monitoring tools for availability of systems and applications.

Environment: PSETA uses Azure services, Office 365 and Dynamics 365 ERP. Operates from Hillcrest, Pretoria, no regional offices, 65 users, existing fibre infrastructure in the building.

Pricing must be provided under the following line items, with sub-total and grand total (including VAT):

Bidders must have a valid tax compliance status (TCS) PIN or proof of exemption, or be registered on the Central Supplier Database (CSD) with a CSD number.

No bids will be considered from persons in the service of the state, companies with directors who are persons in the service of the state, or close corporations with members who are persons in the service of the state.

B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) must be submitted to qualify for preference points.

Where consortia, joint ventures or sub-contractors are involved, each party must submit a separate TCS certificate/PIN/CSD number.

The successful bidder will be required to complete and sign a written contract form (SBD 7).
