The development bank of southern africa (DBSA) seeks to appoint a professional service provider to design, project manage, and supervise the construction of new sanitation facilities and water infrastructure in limpopo province (cluster 1). The contract will follow the CIDB standard professional services contract (july 2009, edition 3). Bidders must attend a compulsory online briefing, submit a fully compliant bid with all returnable documents, and meet strict professional registration and experience requirements for key personnel. The most consequential consideration is the pre-qualification stage: failure to attend the briefing, submit a signed and priced offer, or provide valid professional registrations will result in immediate disqualification.
Compulsory online briefing: 28 September 2026 at 11:00; attendance is a pre-qualifier and failure to attend disqualifies the bid.
Closing date and time: 14 October 2026 at 23:55 (Telkom Time); bids must be uploaded to the correct Microsoft OneDrive link, requested by email before 13 October 2026 at 16:00.
Key personnel must hold valid professional registrations with minimum post-registration experience: Construction Project Manager (SACPCMP Pr. CPM, 6 years), Architect (SACAP Pr. Arch/Pr. SArch T/Pr Arch T, 6 years), Quantity Surveyor (SACQSP Pr QS, 6 years), Civil/Structural Engineer (ECSA Pr.Eng./Pr.Tech, 6 years), Electrical Engineer (ECSA Pr.Eng./Pr.Tech, 6 years), CHS Consultant (SACPCMP CHSM, 5 years), Social Facilitator (6 years), Clerk of Works (6 years). Each CV must include a signed consent letter and an organogram must be provided.
Professional Indemnity Insurance of R8,000,000.00 (per event, without limit on number of claims) is required; if not currently held, a letter of intent from the insurer confirming cover upon award must be submitted.
Mandatory compliance documents: CSD registration summary report, SARS Tax Pin, SANAS B-BBEE certificate or affidavit (consolidated for consortia/JVs), CIPC registration or share certificates, and all standard forms (SBD2, SBD4, SBD6.1, SBD8, SBD9). Missing any compulsory returnable document may lead to disqualification.
Evaluation uses the 80/20 preference point system: price (80 points) and specific goals (20 points) comprising geographic localisation and B-BBEE status level (Level 1 = 20 points, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2).
Bids must remain valid for 90 days from closing; bidders must respond to clarification requests within 48 hours; the DBSA may verify professional registrations online and request authenticity evidence within 48 hours.
