Returnable documents:

• SBD 6.1 (Preference Points Claim Form): must be completed and signed by bidders claiming preference points for specific goals.

• Specific goal points are added to price points, and the contract is awarded to the bidder scoring the highest total points.
• Tie-breaking: if equal total points, the bidder with the highest specific goal points wins; if still tied and functionality is part of the evaluation, the bidder with the highest functionality points wins; if still tied, the award is decided by drawing of lots.
• Specific goals and points (80/20 system):
• Race (black ownership): 100% = 8 points; 75-99% = 6; 60-74% = 4; 51-59% = 2; 0-50% = 0.
• Gender (black women ownership): 100% = 5 points; 75-99% = 4; 60-74% = 3; 51-59% = 2; 0-50% = 0.
• Disability: 1-100% disabled ownership = 4 points; 0% = 0.
• RDP goals (SMME/EME/QSE): Yes = 3 points; No = 0.
• Listed companies and tertiary institutions do not qualify for HDI preference points.
• Trusts qualify only if trustees are also beneficiaries and actively involved in management.
• Consortia/joint ventures may claim points based on the percentage of contract value managed or executed by HDI members.
• A contractor may not subcontract more than 25% of the contract value to an enterprise with lower specific goal points, unless the subcontractor is an EME or QSE with the capability to execute the subcontract.

2.21 “tender” means a written offer in the form determined by an organ of state in response to an

invitation to provide goods

Bidders must be registered on the Central Supplier Database (CSD) and be in good standing with tax and other statutory requirements.

• Bidders claiming specific goal points must submit:

These definitions govern the interpretation of the tender and any resulting contract.
