• The following returnable documents must be submitted:

• Fully completed and signed RFQ document.
• Official quotation on company letterhead.
• Latest Tax Clearance Certificate.
• Latest B-BBEE certificate from a SANAS accredited verification agency, or a sworn affidavit for EME/QSE.
• CSD Report or MAAA number.
• ID copies of company directors.

• Late and incomplete submissions will not be accepted.
• All SBD documents must be signed and returned with the quotation.
• For joint ventures, submit a consolidated B-BBEE certificate.

Must be tax compliant (verified via CSD/SARS); Must not be on National Treasury's restricted suppliers database; Must meet 100% local content threshold; Must score minimum 70 points in functionality evaluation; Must submit all required documentation; Must comply with SAFCOL Supplier Code of Conduct; Must have adequate delivery resources (minimum 2 LDV/trucks).

• Scope: Supply and delivery of production workers' PPE (Personal Protective Equipment) for Entabeni Plantation.
• Deliverables: Safety clothing (PPE).
• Technical compliance: Bidders must provide a signed letter confirming 100% compliance with technical specifications.

• Bidders must demonstrate past experience in supplying and delivering PPE/uniforms.
• Experience is evaluated through submitted reference letters from clients. More letters yield higher points.

• Pricing must be calculated excluding VAT for local content declarations.
• Local content percentage must be calculated using the SATS 1286:2011 formula.
• Imported content costs must be converted to ZAR using SARB exchange rates.
• Bidders must maintain and update local content declaration templates (Annex C, D, E) for the contract duration.

• Prices must be firm and inclusive of VAT.
• The offer remains binding and open for acceptance during the 60-day validity period.
• Local content calculation: Must be done using SATS 1286:2011 formula. Bid price excludes VAT. Imported content must be converted to ZAR using SARB exchange rates at 12:00 on the date of advertisement.

• Tax compliance: Must be verified via CSD or SARS e-Filing. Non-compliance leads to disqualification after a 7-working day rectification period.
• B-BBEE: Submit a B-BBEE Verification Certificate from a SANAS accredited agency, or a sworn affidavit for EME/QSE.
• Company registration: Provide proof (e.g., Pty, Trust, CC).
• CSD registration: Required. If not registered, must register within 7 working days of award.
• Local content: 100% minimum for safety clothing (PPE). Submit fully completed SBD 6.2 and Annexure C.
• Joint ventures: Submit a consolidated B-BBEE certificate.
• Disqualification reasons include fraudulent submissions, false declarations, being listed on National Treasury's restricted suppliers database, and failure to quote in line with specifications.

• The PPE supplied must meet 100% local content requirement for safety clothing.
• Bidders must demonstrate experience in supplying and delivering PPE/uniforms via reference letters.
• Must provide a signed compliance letter confirming 100% adherence to technical specifications for the PPE.

• Contract award will be communicated via an official purchase order or promissory note signed by an authorised SAFCOL official.
• Do not commence any work or delivery before receiving the official purchase order or promissory note.
• SAFCOL reserves the right to accept any offer in full or in part, and not necessarily the lowest offer.
• SAFCOL reserves the right not to make an appointment.
• The supplier must comply with SAFCOL's general conditions of purchase and any special conditions of contract.
• Personal information disclosed will only be used for evaluation and award, in accordance with applicable law.
• Suppliers must adhere to the SAFCOL Supplier Code of Conduct.
