• Ensure all attached MBD forms are duly completed and signed.
• Submit a copy of a valid lease agreement or municipal account statement not older than 3 months.
• Submit a reference letter for a previously completed fire suppression system installation. Failure to provide this may result in your quotation being deemed non-responsive.
• No bid will be considered from persons in the service of the state.
• No bidder who is blacklisted by National Treasury or any national authority due to non-performance will be considered.

Bidders must be registered on the Central Supplier Database (CSD); must not be in the service of the state or blacklisted by National Treasury; must provide proof of registration in South Africa, valid public liability insurance, relevant fire suppression certifications, and local technical support capability in Gauteng; must attend the compulsory site briefing; and must submit a reference letter for a previously completed fire suppression system installation.

• Scope: Design, supply, installation, testing, commissioning, certification, and handover of an automatic fire suppression system for a Telemetry RTU room.
• The system must protect critical ICT infrastructure (telemetry master station, servers, networking equipment) using a clean-agent extinguishing medium that will not damage electronics.
• Room characteristics: Approximately 4m (L) x 3m (W) x 3m (H), drywall construction, suspended ceiling, air-conditioned, access-controlled.
• Key technical requirements:

• Provide automatic fire detection and suppression with cross-zoned/double-knock detection logic.
• Include pre-discharge alarms, countdown indicators, emergency manual release, and abort functionality.
• Interface with room air-conditioning systems for shutdown.
• Maintain required extinguishing concentration for the prescribed hold time.
• Include battery backup per SANS 10139.
• Provide continuous monitoring and fault indication.
• Have a configurable pre-discharge delay of not less than 30 seconds.

• The successful bidder must conduct a site survey, provide detailed design calculations, and ensure compliance with all applicable South African standards (SANS 10139, SANS 3696, NFPA 2001, etc.) and City of Johannesburg EMS requirements.
• Deliverables include a fully operational system with all documentation, as-built drawings, commissioning reports, operation manuals, and training.

• The contractor must perform all required functional testing, including a Door Fan Test (Enclosure Integrity Test) before final commissioning.
• Verify the enclosure maintains the required extinguishing concentration hold time per manufacturer requirements.
• Demonstrate system operation, alarm sequences, release sequences, countdown, manual release, abort, interfaces, and fault monitoring to client representatives.
• Complete commissioning documentation and rectify all defects identified during testing.
• Ensure the design, supply, installation, testing, and commissioning comply with all City of Johannesburg Emergency Management Services (EMS) requirements and approval processes.
• Final deliverables must include all documentation, certification, testing records, enclosure integrity test records, and professional sign-off for regulatory compliance and client acceptance.
• The project schedule includes site survey, design approval, procurement, installation, integration, functional testing, Door Fan Testing, commissioning, client training, and submission of all certification and handover documentation.

• Only firm prices are accepted. Non-firm prices (including those subject to exchange rate variations) will not be considered.
• Use the Pricing Schedule (MBD 3.1) for firm prices.
• The bid price must be in RSA currency and include all applicable taxes (VAT, PAYE, income tax, UIF, SDL).
• Itemise costs for: design, cylinders, detection equipment, control panel, pipework, electrical installation, interfaces, installation, testing, commissioning, certification, documentation, training, annual maintenance, and spare parts.

• The system must be suitable for protecting electronic equipment and use a clean-agent medium that does not damage electronics.
• It must provide automatic detection and suppression with cross-zoned/double-knock logic, pre-discharge alarms, countdown indicators, emergency manual release, and abort functionality.
• It must interface with air-conditioning systems to prevent agent loss and maintain concentration.
• Include battery backup per SANS 10139 and continuous monitoring with visible/audible fault indications.
• Operating sequence: Upon confirmed detection, activate evacuation alarms and warning beacons, shut down air-conditioning, initiate a delay (min. 30 seconds), allow abort during delay, then discharge agent.
• Compliance with Occupational Health and Safety Act (OHS Act), General Safety Regulations, and National Building Regulations is mandatory.
• Adherence to SANS standards (10139, 3696), NFPA 2001, manufacturer standards, and City of Johannesburg EMS requirements is required.
• Handover documentation must include as-built drawings, design calculations, test certificates, enclosure integrity report, commissioning reports, operation manuals, maintenance schedule, training records, and spare parts list.

• The contract is subject to the Preferential Procurement Policy Framework Act 2000, its Regulations, General Conditions of Contract (GCC), and any special conditions.

• The bidder must submit company profile, proof of SA registration, public liability insurance, relevant certifications, project references, and evidence of local support capability.
• All delivery costs must be included in the bid price.
• The bidder must certify that information provided is true and that preference points claimed are correct. Fraudulent claims may lead to disqualification.

• The 80/20 preference point system applies (80 points for price, 20 for specific goals under PPPFA 2022).
• The system is for requirements with a Rand value up to R50 million.
• Points are awarded only for price and specific goals.
• Failure to submit proof for specific goals means you forfeit those points.
