Bidders must be registered on the Central Supplier Database (CSD). No bids accepted from persons in service of the state or those blacklisted by National Treasury. Bidders must have CIDB grading of GB 1 or higher. Must submit proof of similar project experience (reference letter). Must not have municipal rates/taxes in arrears for more than 90 days.

The scope includes supply of materials and repair of damaged manholes, pavement, and storm water drains. Key items and quantities:

• Supply and install various concrete manhole covers, GRP leads, and covers (e.g., 1.7m x 2.7m x 220mm concrete cover, 700mm x 700mm GRP lead).
• Supply and install stainless steel gratings (e.g., 2.8m x 730mm x 100mm).
• Supply bricks, cement, building sand, brick force and construct a garden wall.
• Cut concrete and install 40mm x 40mm x 300 angle iron.
• Construct 4.3m x 40m of 80mm interlock brick pavement.
• Excavation, compaction, and laying of DPC river sand for paving.
• Supply materials and construct a drywall, paint with washable PVA cream white paint.
• Remove old floor tiles and install 32m² ceramic floor tiles with PVC skirting.
• Supply and install wooden doors and frames with three-lever mortise locks, painted.
• Mandatory requirements:

• Full completion of the Bill of Quantities (BOQ)/Specification.
• Attendance of the compulsory site briefing.
• Attachment of datasheet, reference letter, proof of certification, accreditation, and functionality requirements where applicable.
• No bids from persons in the service of the state.
• No bids from bidders blacklisted by National Treasury or any national authority for non-performance.
• All quotes must be PDF on company letterhead.
• Submission of a properly signed Joint Venture Agreement if applicable.

• Submit a signed reference letter proving previous similar project experience.
• Provide a 3-month guarantee.
• Maintain a safety file.
• Attend site briefing wearing safety shoes and reflective jackets.
• Use your own company letterhead, not JW RFQ.
• CIDB grading required: GB 1 and above.

• The bidder must submit a signed reference letter on letterhead proving previous experience with a similar project.
• The definition of a 'competitor' includes any individual or organization that could potentially submit a bid based on qualifications, abilities, or experience in the same line of business.

• Only firm prices are accepted. Non-firm prices will not be considered.
• The pricing schedule (MBD 3.1) must be completed with item descriptions, quantities, unit prices, and totals.
• The total must include all applicable taxes.
• The bidder must declare municipal rates/taxes arrears status and any past contract terminations due to non-performance.

• Only firm prices will be accepted. Non-firm prices (including those subject to exchange rate variations) will not be considered.
• The total quotation value must include all applicable taxes (VAT, PAYE, income tax, UIF contributions, skills development levies). Failure to include taxes leads to disqualification.
• All delivery costs must be included in the bid price for delivery at the prescribed destination.
• The quotation must be valid for 60 days from the closing date.
• You must submit a valid municipal rates and taxes statement not older than 90 days in arrears.
• The bidder must declare if they or any director owe any municipal rates/taxes in arrears for more than three months.
• The bidder must declare if any contract with a municipality or organ of state was terminated in the past five years due to failure to perform.

• All suppliers must be registered on the Central Supplier Database (CSD).
• Submit a valid B-BBEE certificate or a sworn affidavit compliant with the B-BBEE Practice Guide. Non-compliant affidavits will score zero.
• Submit company registration documents with ID copies of directors/shareholders.

• General safety compliance is required as part of the mandatory requirements.

• The quotation must be valid for 60 days.
• Only firm prices accepted.
• All delivery costs must be included in the bid price.
• All applicable taxes (VAT, PAYE, income tax, UIF, skills development levies) must be included.
• The bidder must complete and submit the Certificate of Independent Bid Determination (MBD 9) to prevent bid-rigging.

• The 80/20 preference point system applies.
• 80 points for price, 20 points for specific goals.
• Total points: 100.
• Failure to submit proof for specific goals means no points will be awarded.
• The organ of state may require substantiation of preference claims.
