Scope: Provision of deep cleaning services for Northern Works wastewater treatment plant bathrooms.

• Deliverables include: Deep cleaning of 36 bathroom basins; Deep cleaning of 17 showers; Deep cleaning of 31 toilet pans/bowls; Deep cleaning of 11 urinals; Deep cleaning of 2270.4 m² of bathroom walls; Deep cleaning of 2409.09 m² of bathroom floors; Submission of one Safety File; Submission of one Deep Cleaning Report upon completion.
• Key activities: Disinfecting accumulated germs and removing mould from grout in showers, floors, and tiled walls; Deep cleaning urinals, shower drains, toilet pans, rims, hand basins, and odour prevention.
• Contractor must provide all deep cleaning equipment, machinery, tools, and materials suitable for the purpose and in good, safe working order.
• All work must comply with the Occupational Health and Safety Act and its regulations.
• Contractor must provide Materials Safety Data Sheets (MSDS) for all cleaning chemicals used.
• All electrically operated equipment must comply with relevant South African Bureau of Standards (SABS).
• Contractor must use environmentally friendly cleaning products/agents/materials as required.
• Contractor is responsible for efficient performance, employee conduct, and maintaining a sufficient number of qualified staff on site.
• Staff must wear clean uniforms, use proper safety signage, work quietly, and not disturb JW employees.
• JW management reserves the right to give direct working instructions to contractor employees if deemed necessary.

• The contractor must provide adequate staff with the proper qualifications and competency to use and operate the necessary cleaning equipment and chemicals.
• Staff must be observant, keen, alert, efficient, willing, and pleasant.

• Only firm prices are accepted.
• The pricing schedule (MBD 3.1) must detail items, quantities, unit prices, and totals.
• The total must include VAT at 15% and all other applicable taxes.
• Bidders must confirm they are not in arrears with municipal rates and taxes for more than three months.

• Only firm prices (fixed, not subject to variation) are accepted. Non-firm prices or prices subject to exchange rate variations will not be considered.
• The total quotation price must be inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies).
• All delivery costs must be included in the bid price.
• The bidder must confirm they are not in arrears with municipal rates and taxes for more than three months.
• The pricing schedule (MBD 3.1) must be completed with item descriptions, quantities, unit prices, and totals, including a subtotal, VAT at 15%, and a grand total.

• Mandatory Registration: All suppliers must be registered on the Central Supplier Database (CSD).
• Tax Compliance: Submit an original valid Tax Clearance Certificate or valid SARS PIN.
• B-BBEE Compliance: Submit a valid B-BBEE certificate or a sworn affidavit compliant with the B-BBEE Practice Guide. Non-compliant affidavits will score zero.
• Municipal Compliance: Provide proof municipal rates and taxes are not older than 90 days in arrears.
• Mandatory Declaration Forms: Submit completed and signed MBD 4 (Declaration of Interest), MBD 8 (Declaration of Past SCM Practices), and MBD 9 (Certificate of Independent Bid Determination).
• Company Registration: Submit company registration documents and ID copies of directors/shareholders.
• Exclusion: Bidders in the service of the state are not eligible.
• Exclusion: Bidders blacklisted by National Treasury or any national authority for non-performance will not be considered.
• Joint Ventures: If applicable, submit a properly signed Joint Venture Agreement.

• A Safety File must be submitted as part of the deliverables.
• All work on site must comply with the Occupational Health and Safety Act and its regulations.
• Contractor must provide and use equipment in good, safe working order.
• Materials Safety Data Sheets (MSDS) for all cleaning chemicals must be provided to site managers.
• Staff must wear appropriate safety attire (uniforms, safety signage) and work without disturbing others.

• The contractor must undertake to use environmentally friendly cleaning products, agents, and materials as required by Johannesburg Water.

• The offer must comply with the specifications; any deviations must be indicated.
• The period required for delivery and the delivery basis must be stated.
• Delivery must be firm (fixed price).
• All delivery costs must be included in the bid price.
• The bidder must complete and submit the Certificate of Independent Bid Determination (MBD 9) to confirm no bid-rigging.

• The 80/20 preference point system applies (80 points for price, 20 for Specific Goals).
• Specific Goals points are awarded for B-BBEE status and other designated goals.
• The system applicable (80/20 or 90/10) depends on the tender value; the document references both but indicates the 80/20 system for requirements up to R50 million.
• Points are only awarded if supporting documentation is submitted with the bid.
